The purpose of Traffic Impact Analysis Review is to ensure that developments which will generate a significant amount of <br />traffic, cause an increase in traffic that will contribute to traffic problems in the area, or result in levels of service of the <br />roadway system in the vicinity of the development that do not meet adopted level of service standards provide the <br />facilities necessary to accommodate the traffic impact of the proposed development. In addition, any Traffic Impact <br />Analysis Review addressing streets in the jurisdiction of Lane County is also designed to ensure that cross sectional <br />elements of streets, such as the wearing coarse or pavement, base material, soils, or storm water structures (bridges or <br />culverts) have the adequate capacity to accommodate developments that utilize vehicles of heavy weight and associated <br />vehicle traffic as part of their activity. <br />Response: The Riverstone Park Subdivision tentative plan proposes the creation of five (5) new, R-1 zoned, Low -Density <br />Residential, single -unit dwelling lots. As determined by the most recent edition of the Institute of Transportation Engineers' (ITE) <br />Trip Generation Manual (11th Edition), one single -unit dwelling lot creates approximately one (1) vehicle trip during any peak hour; <br />therefore, the proposal can be expected to add five (5) additional vehicle trips per any peak hour. Based on the current ITE Manual <br />standards, an increase of five (5) additional trips per peak hour does not trigger the requirement for a Traffic Impact Analysis <br />Review. <br />The proposed Riverstone Park Subdivision will not generate a significant amount of traffic, cause an increase in traffic that will <br />contribute to traffic problems in the area, or result in levels of service on the roadway system in the vicinity of the subject property <br />that exceed adopted mobility standards. Should city staff require improvements that are not proposed with this tentative subdivision <br />plan, conditions of approval can be made to ensure that the proposal achieves the purposes intended by and identified in EC <br />9.8650. The applicant understands and accepts the responsibility to implement any improvements that may be conditioned by the <br />tentative approval. <br />Any improvements proposed with this tentative subdivision plan are designed according to the specifications for improvements <br />contained in EC 9.6505. Cross sectional and detailed elements related to access and on -site paving and/or areas of traffic <br />movement are proposed as indicated on A & 0 Engineering Stormwater and Grading Sheet C — 1.0 and A & 0 Engineering Civil <br />Details Sheet C — 3.0. <br />9.8670 — Applicability. <br />Traffic Impact Analysis Review is required when one of the conditions in subsections (1) — (4) of this section exist unless <br />the development is within an area (a) shown on Map 9.8670 Downtown Traffic Impact Analysis Exempt Area, or (b) subject <br />to a prior approved Traffic Impact Analysis and is consistent with the impacts analyzed. <br />(1) The development will generate 100 or more vehicle trips during any peak hour as determined by using the most recent <br />edition of the Institute of Transportation Engineer's Trip Generation. In developments involving a land division, the peak <br />hour trips shall be calculated based on the likely development that will occur on all lots resulting from the land division. <br />Response: The Riverstone Park Subdivision tentative plan proposes the creation of five (5) new, R-1 zoned, Low -Density <br />Residential, single -unit dwelling lots. Based on the current ITE Manual <br />standards, an increase of five (5) additional trips per peak hour does not trigger the requirement for a Traffic Impact Analysis <br />Review. <br />(2) The increased traffic resulting from the development will contribute to traffic problems in the area based on current <br />accident rates, traffic volumes or speeds that warrant action under the city's traffic calming program, and identified <br />locations where pedestrian and/or bicyclist safety is a concern by the city that is documented. <br />Response: The proposed Riverstone Park Subdivision will not generate a significant amount of traffic in the area based on current <br />accident rates, traffic volumes or speeds that warrant action under the city's traffic calming program. There is no documentation that <br />Bushnell Ln near the subject property has been identified by the city of Eugene as an area of safety concern for pedestrians and/ or <br />bicyclists. <br />16 <br />
