<br />Findings & Decision: Rohan Real Estate Investments (PT 21-18) December 2021 4 <br /> <br />as well as for streets and alleys, provided the city makes findings to demonstrate consistency <br />with constitutional requirements. The public ways for streets to be dedicated to the public by <br />the applicant shall conform with the adopted right-of-way map and EC Table 9.6870. As <br />discussed in EC 9.6870 Street Width, which is incorporated by reference, there is no <br />requirement for additional right-of-way dedication in either Burnett Avenue or Ohio Street. <br /> <br />EC 9.6815(2) Street Connectivity Standards. Streets abutting the site include Burnett Avenue to <br />the north and Ohio Street to the west, while streets located within ¼ mile are Wisconsin Street <br />to the east and Barger Drive to the south. There are no streets which terminate at the <br />development site. The proposed development does not include the creation of any existing or <br />planned streets within ¼ mile of the development site. Parcel 1 will have frontage on Ohio <br />Street and Burnett Avenue and Parcels 2 and 3 will have frontage on Burnett Avenue. Based on <br />these findings this development complies with subsection (2)(b). <br /> <br />EC 9.6820 Cul-de-Sacs. <br />EC 9.6830 Intersections of Streets and Alleys. <br />EC 9.6835 Public Accessways. <br />EC 9.6840 Reserve Strips. <br />EC 9.6845 Special Safety Requirements. <br />EC 9.6850 Street Classification Map. <br />EC 9.6855 Street Names. <br />EC 9.6860 Street Right-of-Way Map. These standards do not apply as no new public streets are <br />proposed or required, there are no existing or potential accessways on adjacent sites that <br />require the dedication or construction of a public accessway through the proposed <br />development, no reserve strips or special safety requirements are required and no new public <br />streets or changes to the adopted street right-of-way map are proposed or required. <br /> <br />EC 9.6865 Transit Facilities. Provisions for transit facilities may be required when they are <br />needed within or adjacent to the proposed development. The Lane Transit District 41 <br />Barger/Commerce line travels in both directions on Barger Drive with stops located <br />approximately 1/4 mile to the east of the subject property. No additional transit facilities are <br />planned in the vicinity of the site. Based on the available information this standard is met. <br /> <br />EC 9.6870 Street Width - The requirements for street width are set by EC 9.6870 which requires <br />that when a street segment right-of-way width is not designated on the adopted Street Right- <br />of-Way Map, the required street width shall be the minimum width shown for its type in Table <br />9.6870 Right-of-Way and Paving Widths. Additional right-of-way may be required in the future <br />based on adopted plans and policies, adopted Design Standards and Guidelines for Eugene <br />Streets, Sidewalks, Bikeways and Accessways or other factors which in the judgment of the <br />Planning and/or Public Works directors necessitate a greater street width. <br /> <br />Burnett Avenue is not identified on the adopted Street Classification Map (Fig. 60 of the <br />Transportation System Plan (TSP)) or the Street Right-of-Way Map (Fig. 61 of the Arterial Street <br />Collector Plan (ASCP)) and functions as a low-volume local street. Based on EC Table 9.6870, <br />low-volume local streets are required to have between 45 and 55 feet of right-of-way with a <br />paving width between 20 and 28 feet.
