The applicant's submitted revised TIA concludes that public improvements are not triggered by <br />this development, therefore, no proposed public improvements are included in the project. <br />Referral comments from Eugene Public Works Engineering, which are incorporated herein by <br />reference, confirm that no public improvements are required by the City according to EC <br />9.6505. Based on this information, this criterion is met. <br />(3) In addition to the above criteria, if the Traffic Impact Analysis Review was <br />required based on EC 9.8670(4), the improvements shall also address the structural <br />capacity of the street in the County's jurisdiction and address identified structural <br />deficiencies, or reduction in the useful life of existing street structures related to the <br />proposed development. Improvements may be needed to eliminate the identified <br />structural deficiencies and to accommodate vehicle impacts to structures. <br />This TIA was required based on EC 9.8670(4) as Clear Lake Road is under the jurisdiction of Lane <br />County. The proposed use of the site is expected to receive 58 car -carriers daily, which are <br />categorized as heavy weight vehicles. A Core Sample Analysis of Clear Lake Road was provided <br />and found there is sufficient pavement and rock base for the added truck trips and that no <br />additional paving or other improvements are necessary. <br />Based on the available information, this criterion is met. <br />(4) In addition to the above criteria, if the development is located within the S -WS <br />Walnut Station Special Area Zone, any increased traffic the development would <br />generate on streets within the Fairmount neighborhood to the south of the Walnut <br />Station Special Area Zone shall be mitigated through the use of traffic calming <br />strategies or other mechanisms designed to discourage such traffic. <br />The development is not located within the S -WS Walnut Station Special Area Zone. Therefore, <br />this criterion does not apply. <br />Decision <br />Based on the available information, evidence, and analysis discussed in the preceding findings <br />of compliance with the applicable approval criteria in EC 9.8680, the applicant's TIA is approved <br />subject to the condition listed below: <br />1) As part of the City's building permit process for development of the proposed use, the <br />applicant shall include all necessary information and site plan details to confirm that any <br />improvements required by Lane County for traffic control devices, signs and signals, and <br />driveway access will be provided according to applicable Lane County standards. The <br />required documentation shall include written confirmation from Lane County Public <br />Works Department Transportation Planning that these requirements are met or will be <br />satisfied, and that a Lane County Facilities Permit has been issued, prior to the City's <br />issuance of a temporary occupancy permit or final occupancy permit. <br />January 17, 2024 Findings & Decision: TIA 23-1 Page 5 of 6 <br />
