The addition of development trips <br />associated with this proposal does not worsen the v/c LOS; therefore, there are no capacity <br />improvements triggered for this development proposal. A queuing analysis was conducted for <br />the two intersections. The addition of development trips does not significantly impact the <br />queuing conditions over the background conditions, however, the TIA noted that the existing <br />queue lengths for the eastbound, northbound, and southbound approaches at the intersection <br />of Highway 99 and Clear Lake Road were already lengthy. The TIA recommends future <br />modifications to the east/west operations to improve the traffic flow and minimize the queue <br />length and operation for the westbound approach. Future traffic lane re -striping or split phase <br />signal timing to allow westbound left turns without delay associated with the conflicting <br />eastbound through movements are recommended. Any future modifications at the intersection <br />of Highway 99N and Clear Lake Road would need to be approved by and coordinated with ODOT <br />and are not a requirement stemming from this TIA approval. <br />Because Clear Lake Road is within Lane County jurisdiction, it is subject to the County's review <br />and approval process under separate Lane County Code requirements and permitting prior to <br />construction within the right-of-way and use of the property. The Lane County Public Works <br />Department, Transportation Planning has provided referral comments (as revised and dated <br />January 9, 2024) with four recommended conditions of approval, which are included in the TIA <br />application file for reference. The County's requirements are intended to ensure the <br />development does not create a hazard for users of Clear Lake Road and safely accommodates <br />the projected traffic impact of the proposed development, subject to review and permitting <br />under the requirements of Lane County Code. To ensure compliance with Lane County <br />requirements and the approval criterion at EC 9.8680(1) above, the following condition of the <br />City's TIA approval is therefore warranted: <br />• As part of the City's building permit process for development of the proposed use, the <br />applicant shall include all necessary information and site plan details to confirm that any <br />improvements required by Lane County for traffic control devices, signs and signals, and <br />driveway access will be provided according to applicable Lane County standards. The <br />required documentation shall include written confirmation from Lane County Public <br />Works Department Transportation Planning that these requirements are met or will be <br />satisfied, and that a Lane County Facilities Permit has been issued, prior to the City's <br />issuance of a temporary occupancy permit or final occupancy permit. <br />Based on the available information and condition of approval above, this criterion is met. <br />(2) Public improvements shall be designed and constructed to the standards <br />specified in EC 9.6505 Improvements - Specifications. The requirement of <br />improvements based on a traffic impact analysis does not negate the ability of the city <br />traffic engineer to require improvements by other means specified in this code or <br />rules or regulations adopted thereunder. <br />January 17, 2024 Findings & Decision: TIA 23-1 Page 4 of 6 <br />
