• Section 9.5000 Special Development Standards for Certain Uses. This section includes <br />9.5500 Multiple -Family Standards which will be key to regulating potential <br />increased density around the new River Road transit stops. <br />• Section 9.6000 General Standards for All Development. This section includes <br />standards for bicycle parking, landscape standards, motor vehicle parking and <br />loading standards, public improvement standards, sign standards, site development <br />standards, and standards for streets, alleys, and other public rights-of-way. <br />DEMOGRAPHICS & HOUSING PROFILE <br />Data from the U.S. Census Bureau's 2013-2017 American Community Survey and Portland <br />State University's Population Research Center were used to develop a demographic and <br />housing profile for the River Road corridor and to compare it to the city of Eugene overall. <br />Population Characteristics <br />In 2017, there were 33,591 people living along the River Road corridor; this accounted <br />for almost 21 percent of Eugene's population. Between 2010 and 2018, Eugene's <br />population growth rate fluctuated, ranging from 0.5 to 1.6 percent increase. There was a <br />growth period between 2010 and 2014, a decline in growth rate between 2014 and <br />2016, and a leveling off at 1 .03 percent since 2016. <br />Approximately 16 percent of the population along the River Road corridor identifies as a <br />minority race or ethnicity, compared to 21 percent for the city of Eugene overall. The <br />largest minority group in the corridor identify as Hispanic or Latino (8 percent) followed <br />by two or more races (5 percent). <br />The largest age cohort that lives along River Road is between 55 and 64 years old, <br />followed by people between 45 and 54. Compared to Eugene, the corridor has a higher <br />share of children (under 1 8) and seniors (over 65). The college-age population (1 8 to 24) <br />along River Road is notably lower than in the rest of the city. <br />Approximately 18 percent of the corridor population 25 years and over have earned a <br />bachelor's degree or higher, compared to 23 percent of Eugene's population. <br />Eugene is expected to grow at a rate of 1.1 percent between 2015 and 2035, which <br />means that about 40,000 new residents are expected to live within Eugene's urban <br />growth boundary by 2035. <br />Household and Tenure Characteristics <br />The River Road corridor has a larger average household size when compared to Eugene <br />overall as well as more households with children under the age of 18. The median <br />household income in the corridor is approximately $57,000, which is 20 percent higher <br />than the city overall. Approximately 20 percent of households earn greater than <br />$100,000 per year and 20 percent earn less than $25,000 per year. <br />Homeowners along the corridor tend to be higher income, older households without <br />children. Renter households tend to be lower income, younger, and more likely to have <br />children under 18. <br />RIVER ROAD CORRIDOR STUDY <br />81 <br />
