Transportation, Parks and Natural Resources, Land Use, and Community. The <br />Neighborhood Plan will be supported by an Action Plan, containing implementation <br />strategies to advance the community vision. <br />A key goal of the Neighborhood Plan is to improve River Road. The Neighborhood Plan <br />draft vision includes "thriving, vibrant and active mixed neighborhood centers along the <br />River Road corridor" and "a transportation system that is safe, accessible, affordable, <br />environmentally responsible and transitions to zero carbon." The Neighborhood Plan goals <br />and policies were key to informing the River Road Corridor Study. <br />To implement the community vision, the Corridor Study includes land use and multimodal <br />recommendations to encourage mixed-use neighborhood centers and a variety of housing <br />types, integrating how people get around, where they shop and live, and how the corridor <br />looks and feels. The Neighborhood Plan, along with land use recommendations developed <br />as part of the Corridor Study, will be formally adopted to guide local decision-making <br />and long-term implementation. <br />MovingAhead <br />The River Road corridor is part of the MovingAhead project to evaluate what <br />transportation investments are needed along the City of Eugene's major corridors. <br />MovingAhead began in 2015 with a list of 10 potential corridors that were then subject to <br />an evaluation process to determine the best options for near-term investment based on <br />public support and the project's purpose, need, goals and objectives. Five corridors, <br />including River Road, were deemed the most promising and were advanced through a <br />detailed alternatives analysis process. MovingAhead's goal is to create a 10 -year <br />investment plan that will improve safety and accessibility for all modes of transportation, <br />whether walking, biking, using a mobility device, taking transit or driving. <br />PUBLIC ENGAGEMENT PROCESS <br />Stakeholders Involved <br />Many stakeholders were involved in the Corridor Study, including the River Road -Santa <br />Clara Neighborhood Plan Community Advisory Committee (CAC), the Technical Advisory <br />Committee (TAC), City of Eugene Planning Commission, and members of the public. <br />River Road -Santa Clara Neighborhood Plan Community Advisory Committee (CAC) <br />Composed of River Road Community Organization and Santa Clara Community <br />Organization representatives, community members and businesses in the River Road and <br />Santa Clara neighborhoods. The CAC appointed a subgroup of members to be directly <br />involved in Corridor Study work. This subgroup attended regular meetings with City and <br />consultant staff to review and advise on Corridor Study findings and recommendations. <br />RIVER ROAD CORRIDOR STUDY <br />74 <br />
