Conclusion: The applicant's request for a zone change for the subject property is approved. DISCUSSION AND FINDINGS: A. Background The applicant submitted a request for a zone change for the property to the City on October 25, 2022. The city deemed the application complete on November 1, 2022. Following public notice, a public hearing was held on December 21, 2022. The public hearing began with the hearing officer's explanation of the process and statutory and local procedural requirements for the hearing.' Senior Planner Jeff Gepper then provided a summary and analysis of the application. There was no applicant or public testimony. The record closed at the end of the hearing. Discussion The subject property includes a .37-acre parcel, located at 800 River Road. The property is located outside the Eugene City limits, within the City's Urban Growth Boundary.
