<br /> <br /> <br />RRSC UFP Page 4 of 9 <br />Land Use Decision Impact Analysis <br /> <br />2. The RRSC UFP refines the Metro Plan Diagram. Although the 1987 RRSC Plan <br />does not contain land use designations that are lot/parcel specific, the plan has <br />consistently been used to clarify the Metro Plan Diagram. <br /> <br />3. The RRSC UFP refines the Metro Plan text providing specific policies that <br />address unique circumstances or topics relevant to River Road-Santa Clara. <br /> <br />4. During the 36- year study period, there were 4 Metro Plan amendment <br />applications. One was city-initiated to designate the Lower River Road Nodal <br />Development Area and 3 were privately-initiated. Of the privately-initiated <br />amendments, one was withdrawn and two were approved changing the land use <br />use designations for the former Santa Clara school site and changing 78 acres <br />east of NW Expressway, north of Beltline from Light-Medium Industrial to Low- <br />Density Residential. <br /> <br />5. During the 36-year study period, there were 4 Refinement Plan amendment <br />applications. One was initiated by LTD for the Santa Clara Station and three <br />were privately-initiated. Of the privately-initiated applications, one was <br />withdrawn, and two were processed concurrently with Metro Plan amendments. <br /> <br />6. During the 36-year study period, there were 498 annexations. The annexations <br />ranged in size and were primarily privately-initiated. In many cases, following the <br />annexation, the property owner needed to request a change zone to the <br />appropriate City zoning consistent with the Metro Plan and refinement plan land <br />use designations. <br /> <br />7. During the 36-year study period, there were 176 zone change applications. <br />Based on a cursory review, the majority of the zone change applications were <br />privately-initiated following annexation. Eugene Code 9.7820(3) establishes that <br />land annexed to the city be automatically rezoned to equivalent Eugene zones – <br />e.g. County AG to City AG or County R-1 to City R-1. There is no allowance for <br />automatic rezoning to the equivalent plan designation. Eugene Code Figure <br />9.7820(3)(d) Santa Clara Zoning Upon Annexation only allows for automatic <br />rezoning of 5 lots to PL Public Land. There is no comparable figure in the <br />Eugene Code for River Road. Eugene Code Figure 9.7820(3)(c) Clear Lake <br />Zoning Upon Annexation allows for automatic rezonings to E -1, I-2, PL and C-1. <br />It is unclear whether the update of the 1987 RRSC Plan evaluated this issue. <br /> <br />8. During the 36-year study period, there were 25 conditional use permit <br />applications primarily for churches, assisted living or child care facilities in R -1. <br /> <br />9. During the 36-year study period, there were 7 Tentative PUD applications. Of <br />these, 4 were for residential developments, 1 was for mixed -use development <br />(Santa Clara Crossings), and two were for the Santa Clara Transit Station. <br /> <br />28
