SUMMARY <br /> <br />PURPOSE: To evaluate the effectiveness of the River Road – Santa Clara Urban <br />Facilities Plan (RRSC UFP) to guide growth and development. <br /> <br />SCOPE: To review land use applications requiring compliance with applicable <br />refinement plans including: <br />- Metro Plan Amendments <br />- Refinement Plan Amendments <br />- Annexations <br />- Zone Changes <br />- Conditional Use Permits <br />- Planned Unit Developments (Tentative) <br />To review applications submitted between October 1, 1987 through <br />September 30, 2023 – A 36 year time period. <br /> <br />FINDINGS: <br /> <br />1.
