The <br />Hearings Official stated he had no conflicts of interests, was not biased, and had no ex parte <br />communications to disclose. No person objected to the Hearings Official conducting the hearing. <br />Althea Sullivan (Sullivan), Associate Planner, and Gabe Flock, Senior Planner, were present for <br />the hearing. Sullivan presented the staff report at the public hearing, recommending approval of <br />the application. Jed Truett and Mark Kincaid spoke in favor of the application. David Russell, <br />Steven Pope, and Autumn Mosley spoke in opposition to the application.
