DECISION OF THE HEARINGS OFFICIAL <br />FOR THE CITY OF EUGENE, OREGON <br />TENTATIVE PLANNED UNIT DEVELOPMENT <br />INTRODUCTION <br />Application File Name (Number): <br />McKenzie Living (PDT 16-1) <br />Applicant's Request: <br />Tentative Planned Unit Development approval to construct a specialty care facility. <br />Subject Property/Location: <br />Located north of Beltline Road with frontage on Lone Oak Way. Tax Assessor's Map 17-04- <br />12-34 Tax Lot 3700. <br />Relevant Dates: <br />The Planned Unit Development application was submitted on January 15, 2016; supplemental <br />application materials were submitted on March 10, 2016; the application was forced complete <br />on April 20, 2016; and a public hearing was held on June 8, 2016. <br />Applicant's Representative: <br />Jed Truett of Metro Planning, Inc. <br />Lead City Staff: <br />Althea Sullivan, Associate Planner, Eugene Planning Division. <br />Summary of the Public Hearing <br />The Hearings Official held a public hearing on this application on June 8, 2016. The <br />Hearings Official stated he had no conflicts of interests, was not biased, and had no ex parte <br />communications to disclose. No person objected to the Hearings Official conducting the hearing. <br />Althea Sullivan (Sullivan), Associate Planner, and Gabe Flock, Senior Planner, were present for <br />the hearing. Sullivan presented the staff report at the public hearing, recommending approval of <br />the application. Jed Truett and Mark Kincaid spoke in favor of the application. David Russell, <br />Steven Pope, and Autumn Mosley spoke in opposition to the application. At the conclusion of the <br />public hearing, the Hearings Official closed the record. <br />FACTS <br />The subject property is a 1.61-acre parcel zoned R-2/SR - Medium Density Residential <br />with Site Review overlay. The property is located north of Beltline Road with frontage on Lone <br />Hearings Official Decision (PDT 16-1) Page 1221
