The Hearings <br />Official stated he had no conflicts of interests, was not biased, and had no ex parte <br />communications to disclose. No person objected to the Hearings Official conducting the <br />hearing. Jeff Gepper (Gepper), Associate Planner, and Gabe Flock, Senior Planner, were <br />present for the hearing. Gepper presented the staff report, recommending approval of the zone <br />change request. Zach Galloway, the applicant's representative, stated that he agreed with the <br />staff report. Jon Belcher testified that the local neighborhood association was neither in favor <br />nor against the application. No one testified in opposition to the application.
