Background <br />The applicantsubmitted anapplication for a Conditional Use Permit to the City onNovember <br />19, 2021. The City deemed the application complete on April27, 2022. The city granted the <br />applicant’s requested 30-day timeline extension on May9, 2022. Following public notice, a <br />public hearing washeld on July 20, 2022. Thepublichearingbeganwiththehearingofficial’s <br />1explanationoftheprocessandstatutoryandlocalproceduralrequirementsforthehearing. <br />Following this explanation, Associate Planner Joshua Hoff presented thestaff’ssummaryand <br />analysis of the application. The applicant’s representative, Ryley McDowell, then presented brief <br />testimony on behalf of the applicant and expressed supportfor the city’s staff report. Following <br />the applicant’s presentation, one individual presented public testimony to bring the city’s <br />attention to parking, public infrastructure deficiencies and maintenance issues in the <br />neighborhood surrounding the proposed development. Following staff comment, the applicant <br />waivedrebuttal testimony.
