ThecitiesofEugeneandSpringfieldhavetherelated <br />responsibilitytoimplementsuchminimumstandardsintheirrespectivejurisdictions, <br />NeitherCityhasspecificcoderequirementsatthistimerelatedtotheresponsibilities forproper <br />operationandmaintenance ofprivatesewerlateralsconnected tothepublicsanitarysystem, <br />Thereiscurrentlyinsufficientdatatoquantitativelydocument thecontributionofI/Ifromprivate <br />lateralstothelocalorMWMCwastewatersystem, <br />ThereisanecdotalevidencefromEugeneandSpringfield, andquantitativedatafrompeer <br />agencies, ofthepotential significanceofthesecontributions, <br />EugeneandSpringfield havethecapabilitytoconductflowmonitoringofthesanitarysewer <br />systemswithintheirjurisdiction, <br />Therearecaseexamplesof, andpracticalexperiencewith, privatelateralprogramsofpeer <br />agenciesthatcanbeusedforreferenceandguidance. <br />Workingfromtheseconclusions, astrategyandlistofpossible actionstofurtherevaluatetheneedfor, <br />andcharacteristics of, aprogramtoaddressI/Ifromprivatesewerlateralscanbeformulated, asfollows: <br />1.InviteselectpeeragenciestocometoEugene/Springfield todiscusstheirprivatelateral <br />programs, orworkwiththeOregonAssociation ofCleanWaterAgenciestoconductaworkshop <br />oneffectiveprogramsforthecontrolofI/Ifromprivate laterals, asaneducationalopportunityto <br />learnfromthe experience ofotheragencies. <br />2.Establish acommondefinition ofprivatelateralfortheMWMC partners, whichshouldincludea <br />distinctionbetweenprivatelateralswithinthepublicrightofway, andprivatelateralsonprivate <br />property. <br />3.Designandimplementpilotproject(s) toevaluatethecontributionof I/Ifromprivate laterals in <br />different partsofthe sanitarysystem. Focusthepilotprojectsonareaswheretheprivatesections <br />ofthesystemareknownorsuspectedtobesignificantcontributors ofI/Iflows, andconduct <br />repairandrehabilitation measurestocontrolandreducetheI/Iandperformapre- andpost- <br />analysisof theeffectiveness ofthemeasures. <br />4.Clearlydefinethefunctionalpeakwetweathercapacities oftheconveyanceandtreatment units, <br />andtheiranticipatedservice livesbased upontheoriginaldesign parameters. Conductan <br />analysisof theriskof SSOsandblendingusinghistorical dataonpeakflows. <br />5.Updatetheassessmentoftheeffectivenessofrainfall-derivedinfiltrationandinflow (RDII) <br />controlandreductionmethodsusingexistingdatafrombothEugeneandSpringfield. <br />6.Setsystem-wideobjectivesandperformance measuresforfurthercontrolandreductionofRDII. <br />7.Updatethestrategic plansandstandard operating procedures forflow monitoring of thesanitary <br />sewersystem, consistent withtheobjectives andperformance measures instep 6. <br />ATTACHMENT 1 <br />Page9of10 Appendix C-122020 Eugene Wastewater Master Plan
