9-28-2023 <br />Eugene Planning Commission <br />City of Eugene Planning Division <br />99 West 10th Avenue <br />Eugene, OR 97401 <br />Re: River Rd. / Santa Clara Proposed Code Amendments <br />Eugene Planning Commission: <br />The proposed code amendments to C-2 zoned property will destroy the integrity of the <br />River Road Neighborhood. By eliminating and prohibiting all the sales, rental, and <br />service use's currently allowed in the C-2 zone in the future, you would deprive the <br />residents access to many needed and desired services required to enjoy a peaceful <br />quality of life that residents have enjoyed for decades. I bought my first boat at <br />Clemens Marina many years ago! I have operated Air Tool Maintenance located at 420 <br />River Road for over 28 years and am fortunate to be able to walk to work from. my <br />home which is also on River Road. If the proposed code amendments are implemented <br />it will devastate established business coridors like the "River Avenue/Beltline Triangle" <br />which is surrounded by River Road, River Avenue, and Beltline Hwy. This area consists of <br />virtually every type of business that is set forth on page 2 of the Public Notice of the <br />proposed code amendment plan that will be prohibited if this amendment is adopted. <br />This action strikes me as "Condemnation without Compensation". It will take away <br />businesses ability to operate, as well as land owners ability to lease, sell, develop, or <br />rebuild a viable business on their land. <br />This is still America, please do not rubber stamp this proposed code amendment!
