<br /> Page 5 <br />Notice of the October 17, 2023, joint planning commission public hearing was provided consistent with <br />the notice requirements for a Type II Metro Plan Amendment and a City of Eugene Type V land use <br />code amendment. This includes notice sent to Eugene neighborhood organizations, the Oregon <br />Department of Land Conservation and Development, and other community groups and individuals who <br />have requested notice. Consistent with ORS 227.186 (Measure 56), a separate notice was also <br />provided to owners of properties affected by the proposed code amendments that apply to C-2 <br />Community Commercial zoned land within the city limits. Notice of the public hearing was also <br />published in the Register Guard consistent with local code requirements. <br /> <br />At this stage, the commissions’ roles are to hold work sessions, participate in a joint public hearing and <br />subsequently make separate recommendations on the appropriate portions of the adoption package <br />to their respective governing bodies. The recommendations of the planning commissions must be <br />based on the applicable approval criteria for the proposed amendments. The applicable approval <br />criteria and proposed findings addressing those approval criteria will be provided in the Agenda Item <br />Summary for the October 17 public hearing, which will be published on October 10. <br /> <br />NEXT STEPS <br />The joint public hearing is scheduled for October 17, 2023 at 6:00 pm. After the public hearing, each <br />Planning Commission will hold its own deliberations and make separate recommendations to their <br />respective governing bodies. <br /> <br />Staff recommends that the Planning Commissions hold the record open for one week following the <br />public hearing, until 5pm on October 24, 2023. Testimony received by this date will be indexed and <br />provided to the Commissions for their deliberations. Any testimony received after October 24, 2023 <br />would not be considered by the Planning Commissions for the initial recommendation but will be <br />forwarded to the City Council and Lane County Board for their consideration. <br /> <br />The Eugene Planning Commission deliberations and potential recommendation to the Eugene City <br />Council is scheduled for November 14, 2023. The Lane County Planning Commission deliberations and <br />potential recommendation to the Lane County Board of Commissioners is scheduled for November 28, <br />2023. <br /> <br />Following the planning commission recommendations, the Eugene City Council and Lane County Board <br />of Commissioners will hold work sessions, a joint public hearing, and deliberations to consider the <br />Planning Commissions’ recommendations on the adoption package.
