The comments at this stage in the process were <br />generally supportive, although some community priorities are not addressed by the current <br />plan and will require ongoing work by the City, County, and community partners. The CAC <br />voted on July 27, 2023 to move the revised adoption package forward to public hearings. The <br />CAC recommendation letter, as well as recommendations from RCCO and SCCO are included in <br />Attachment E. <br />Formal Adoption Package <br />Based on the process described above, project staff refined the adoption package, including <br />assembling the Neighborhood Plan and non-regulatory Action Plan, drafting plan and code <br />amendments, writing findings, and summarizing the project’s public engagement and technical <br />analysis. <br />A complete adoption package has been assembled for the City of Eugene and Lane County Planning <br />Commissions for review and recommendations, before proceeding to the City Council and Board of <br />Commissioners for their consideration, including a joint public hearing and separate actions. <br />Components of the adoption package are summarized in Attachment A. <br />The components of the City of Eugene adoption package attached to this AIS include: <br />•Attachment B: Draft River Road Santa Clara Neighborhood Plan <br />•Attachment C: Proposed Eugene-Springfield Metropolitan Area General Plan Text <br />Amendments <br />•Attachment D: Proposed City of Eugene Land Use Code Amendments (neighborhood- <br />specific) <br />The components of the Lane County adoption package attached to this AIS include: <br />•Attachment B: Draft River Road Santa Clara Neighborhood Plan <br />•Attachment C: Proposed Eugene-Springfield Metropolitan Area General Plan Text <br />Amendments <br />Both bodies will also consider the repeal of the 1987 River Road Santa Clara Urban Facilities Plan. <br />PROCEDURAL SUMMARY AND PLANNING COMMISSION ROLE <br />The Eugene and Lane County Planning Commissions have already had an important role throughout <br />the project, participating in multiple work sessions as the Neighborhood Plan was developed and <br />providing feedback and direction to the project team and the City Council and Board of Commissioners. <br />The process for the formal consideration of the legislative adoption package complies with City and <br />County procedural requirements for adoption of a Type II Metro Plan Amendment and all the City <br />procedural requirements for a Type V Code Amendment.
