Actions with feasibility concerns identified by staff Draft April 2021 – Page 1 <br />Phasing of Code Actions <br />Staff has recommended phasing the implementation of actions that involve land use code amendments based on community priorities and staff capacity and resources. <br />•Group 1 includes actions that staff recommend be implemented with adoption of the River Road-Santa Clara Neighborhood Plan. <br />•Group 2 includes actions related to existing projects in City or County work plans, which will involve collaboration between the community and staff as part of other planning processes. <br />•Group 3 includes remaining actions that will be actualized as processes and resources allow and will need to be initiated and prioritized by decision-makers to receive needed funding <br />and staff resources to implement. <br />Many, but not all, of the community priorities that require code amendments are recommended to be implemented with adoption of the River Road-Santa Clara Neighborhood Plan. The <br />Action Plan will be implemented incrementally over the long-term and will require coordination between the City, County, River Road and Santa Clara, as well as advocacy for additional <br />resources. It does not predetermine specific details or commitments for each action as there are not adequate resources or mechanisms to do that. The annual coordination and information <br />sharing meeting is intended to help identify potential resources to implement actions not already being worked on and exchange information related to implementation, such as project <br />progress or a shift in community priorities. The draft Action Plan introduction states: “Community Priorities: Actions identified as being particularly important and impactful to the community <br />based on input from the River Road and Santa Clara communities. Some priority actions may be executed by or relate to existing plans or projects, while others may require community <br />advocacy for additional resources or changes to policy or law. These will be priorities for the various responsible entities to explore and implement where possible and for targeted community <br />advocacy for resources.” <br />Many of the high priority code actions are recommended to be implemented concurrently with the River Road-Santa Clara Neighborhood Plan adoption process. Others are related to existing <br />plans or projects, meaning they are consistent with Council and Board direction or existing policies, programs or projects in City and County adopted plans. These are actions that the City and <br />County are committed to move forward over the next 20 years or more. Staff are currently adding details when they are available, such as referencing a specific adopted policy, project timing, <br />or lead department contact, but will not be able to provide specific details for each action. Staff also plans to include summaries about significant related plans or projects like the <br />Transportation System Plan and Climate Action Plan to provide more information about what they do, how they relate and how to connect to those efforts. Actions not being implemented <br />concurrently with the Neighborhood Plan adoption process or not related to an existing plan or project will be implemented as processes and resources allow and will need to be initiated and <br />prioritized by City and/or County decision-makers to receive needed funding and staff resources. Community priorities related to land use code or zone changes that do not have resources or <br />commitments to implement are noted in Group 3.
