<br />2 <br /> <br />neighborhood plan that advances to implementation the needs, desires, and unique <br />character of each community while remaining consistent with the citywide vision <br />embedded in Envision Eugene. To that end, the involved entities have different roles, as <br />follows. <br /> COMMUNITY will engage, recruit, stay involved, take ownership, and create its future. <br /> CITY will dedicate staff time, appropriate funding, and provide project management, <br />inter-departmental and -agency coordination, and lead public involvement efforts. <br /> COUNTY will dedicate staff time in a support role and will share relevant data and <br />information. <br /> <br />DELIVERABLES. Subject to the required legislative processes, the final deliverables for the <br />River Road-Santa Clara Neighborhood Plan and Federal Transit Administration-sponsored <br />Corridor Planning grant include the following: <br /> River Road-Santa Clara Neighborhood Plan, encompassing all areas within both <br />communities, adopted as a refinement to the Metro Plan and/ or the local <br />comprehensive plan. <br /> A Corridor Master Plan that establishes a vision for the River Road Corridor between <br />Hunsaker Lane (north) and the Northwest Expressway (south). The project will create <br />(1) a land use code to ensure implementation of the vision and (2) financial and market <br />studies that lay the foundation for the vision, code, and potential incentive programs or <br />actions to advance implementation. <br /> <br />BUDGET. City of Eugene will commit the necessary inter-departmental staff resources and <br />sufficient funds to ensure completion of the deliverables and robust public involvement <br />throughout the two communities. <br /> <br />DECISION MAKING. A representative public involvement structure and body (e.g., <br />Community Resource Group) will be established to vet locally the draft plan, policies, and <br />action. That body will make a community-based recommendation prior to formal review <br />and decisions taken by the City of Eugene’s Planning Commission and City Council, as well <br />as co-adoption by the Lane County Board of County Commissioners. <br /> <br />CHANGES & RESOLUTION. In the event of a significant unforeseen event that warrants a <br />major deviation from the currently proposed work plan, all parties agree to seek amicable <br />resolution and a smooth path forward in alignment with the goals stated above.
