<br />1 <br /> <br /> <br /> <br />River Road-Santa Clara Neighborhood Plan <br />Letter of Initiation <br /> <br />For over 30 years, land use and development in the River Road and Santa Clara <br />communities has been governed by the River Road-Santa Clara Urban Facilities Plan. <br />Adopted in 1987, the plan is dated and a rejuvenated approach is warranted. The River <br />Road and Santa Clara Community Organizations have dedicated innumerable volunteer <br />hours to build a foundation of public input on which to build the neighborhood plan. <br /> <br />The Planning process will be a collaborative effort among the River Road and Santa Clara <br />community organizations, the City of Eugene, Lane County, and other varied stakeholders <br />throughout both communities. <br /> <br />The following Letter of Initiation is a good faith effort to seek high-level agreement on the <br />shared path forward. <br /> <br />GOALS. The Boards of the River Road and Santa Clara Community Organizations in <br />collaboration with the City of Eugene agree to work cooperatively in the creation of a <br />Neighborhood Plan. This work will grow from the foundation laid by past efforts of the <br />SCRROL (Santa Clara and River Road Outreach and Learning) and SCRRIPT (Santa Clara <br />and River Road Implementation and Planning Team) initiatives, and as identified during <br />those outreach phases, the forthcoming plan will at a minimum address issues related to <br />Land Use, Transportation, Parks and Natural Resources, and Economic Development, as <br />well as Public Safety and Governance. <br />To be truly successful, the neighborhood planning process should be community-based and <br />reflect the future vision of the full community. Therefore, we will strive to be inclusive of all <br />members of the River Road and Santa Clara communities. Public outreach efforts will <br />attempt to reach all residents, property owners, business owners, area employees, special <br />district boards or staff, and schools. <br /> <br />ROLES.
