<br /> November 8, 2017 Work Session – Item A <br />added to the priority list. Eugene planning staff has acted as a liaison to SCRRIPT <br />throughout its work and provided technical support. Extensive summaries of the SCRRIPT <br />listening sessions can be accessed on the community organization websites. <br /> <br /> River Road: http://riverroadco.org/wp/?page_id=847 <br /> Santa Clara: http://santaclaracommunity.org/scco/community‐organization/ <br /> <br />Project Description <br />The scope of work will cover River Road and Santa Clara communities in their entirety, <br />including areas of Santa Clara that extend beyond the UGB. There will be additional attention <br />given to the River Road Key Transit Corridor between Hunsaker Lane and the Northwest <br />Expressway, as identified in the Envision Eugene community vision (Attachment A). A Letter <br />of Initiation was drafted to formalize the collaborative arrangement among the community <br />organizations, the City, and Lane County (Attachment B). <br /> <br />The plan will include a Community Vision to guide decision‐making for decades to come. <br />The vision will be consistent with the pillars of Envision Eugene, while tailoring the city‐ <br />wide vision to the local context. That local vision will be articulated in Plan Goals and <br />Policies that tackle a wide variety of issues identified in the previous SCRROL and SCRRIPT <br />public engagement initiatives. The plan will focus on four priority areas: Land Use, <br />Transportation, Economic Development, and Parks and Natural Resources. A neighborhood <br />plan is the appropriate mechanism to address these issues through policy, land use codes, <br />programs, or community initiatives. The planning process is employing an inter‐ <br />departmental city and county staff team – Technical Advisory Committee – that represent <br />these topic areas. Two additional topic areas were identified by the community: Public <br />Safety and Governance. Staff is committed to listening to residents’ ideas on these topics <br />and recording those for future discussion. The plan will conclude with an Action Plan that <br />includes implementation measures to advance the defined policy direction. Lastly, land use <br />code amendments and zone changes will be needed to implement certain items in the <br />Action Plan. Therefore, staff anticipates a code amendment package moving through the <br />formal adoption process concurrently with the final Neighborhood Plan. <br /> <br />Related Efforts <br />In addition to the larger neighborhood planning project, Lane Transit District and Eugene <br />Planning staff pursued a Federal grant opportunity in 2016, the River Road Transit <br />Community Implementation Plan, as a means to establish a model planning approach that <br />could be transferred to other Key Transit Corridors, which are identified in Envision <br />Eugene. The FTA‐funded project deliverables include the following: <br /> Demographics & Market capacity study <br /> Gentrification & Neighborhood Character (Housing Affordability) study <br /> Corridor Master Plan (between Hunsaker Lane and the Northwest Expressway) <br /> Triple Transit Analysis (modeled on the City’s Triple Bottom Line concept) <br /> Draft Zoning Code Amendments for the corridor <br /> <br /> <br />
