The approximately 18‐month neighborhood planning process is a <br />collaborative effort among the River Road and Santa Clara community organizations, the <br />City of Eugene, Lane County, and the community at‐large. <br /> <br />The planning process will result in a new neighborhood refinement plan for the River Road <br />and Santa Clara communities, effectively updating the existing 1987 plan. The project <br />began this summer with extensive outreach to build awareness and begin inviting <br />residents to the first community event. That event attracted nearly 400 residents to fill the <br />North Eugene High School gymnasium on October 17. <br /> <br /> <br />BACKGROUND <br />The Envision Eugene Recommendation (2012) includes a commitment to future <br />neighborhood planning under the Protect, Repair, and Enhance Neighborhood Livability <br />pillar. The River Road and Santa Clara communities were identified to begin neighborhood <br />planning following local adoption of the urban growth boundary (UGB). This project will <br />fulfill that commitment. On April 26, 2017, City Council furthered that direction through a <br />motion to initiate the River Road‐Santa Clara neighborhood plan. <br /> <br />For over 30 years, the land use and development actions within the River Road and Santa <br />Clara communities have been governed by the River Road‐Santa Clara Urban Facilities Plan <br />(https://www.eugene‐or.gov/3088/Refinement‐Plans). Adopted in 1987, the plan is out‐ <br />of‐date and a new plan is needed for this large part of the community with unique planning <br />issues. The River Road and Santa Clara Community Organizations have dedicated countless <br />volunteer hours to build a foundation of public input on which to build the neighborhood <br />planning process. Recently the two community organizations came together to work on the <br />SCRROL (Santa Clara River Road Outreach and Learning) (2012) (final report can be <br />accessed online: www.eugene‐or.gov/1382/River‐Road‐Community) and SCRRIPT (Santa <br />Clara‐River Road Implementation Planning Team) initiatives. The first report identified <br />four priorities – Land Use, Transportation, Governance, and Parks and Recreation – on <br />which to focus future work.
