The River <br />Road and Santa Clara Community Organizations have dedicated innumerable volunteer hours <br />to build a foundation of public input on which to build the neighborhood planning process. <br />Recently the two community organizations came together to work on the Santa Clara River <br />Road Outreach and Learning (SCRROL) (2012) (final report can be accessed online: <br />www.eugene‐or.gov/1382/River‐Road‐Community) and Santa Clara‐River Road <br />Implementation Planning Team (SCRRIPT) initiatives. The first report identified four <br />priorities – Land Use, Transportation, Governance, and Parks and Recreation – on which to <br />focus future work. Subsequently, Public Safety and Economic Development were added to the <br />priority list. Eugene planning staff has acted as a liaison to SCRRIPT throughout and provided <br />technical support. Extensive summaries of the SCRRIPT listening sessions can be accessed on <br />the community organization websites: <br /> <br /> River Road: http://riverroadco.org/wp/?page_id=847 <br /> Santa Clara: http://santaclaracommunity.org/scco/community‐organization/ <br /> <br />Beyond SCRROL and SCRRIPT, the chronology of historical planning documents and <br />neighborhood organization planning efforts over the last 30 years includes: <br /> River Road-Santa Clara Urban Facilities Plan adopted in 1987 <br /> In 2002, a joint Urban Services Committee formed by the City of Eugene and <br />Lane County that identified the confusion and inequities of services and planning <br />caused by inconsistent and non-contiguous annexation patterns <br /> Transition Team formed, with six (6) members from each neighborhood <br />organization <br /> Transition Report was accepted by the Eugene City Council in 2006 and this <br />offered direction to SCCO and RRCO to pursue the goals and strategies. <br /> In April of 2010, SCCO and RRCO approved formation of a Joint Strategy Team <br />(JuST), which identified the need for a survey, data collection and outreach. <br /> Santa Clara-River Road Outreach and Learning (SCRROL) began to develop <br />community-wide, shared knowledge about challenges and opportunities in our <br />growing and changing neighborhoods that can inform collaborative decisions in <br />the future <br /> In 2012, the SCRROL Report and Recommendations was published <br /> Santa Clara-River Road Implementation Planning Team (SCRRIPT) formed to <br />realize issues identified through SCRROL <br /> 2014-2015 SCRRIPT listening sessions occurred <br /> SCRRIPT Vision Statement & Key Issues is finalized <br /> <br />Project Description <br />Lane County staff will collaborate with the City of Eugene, community organizations, and <br />stakeholders on this project. See draft letter of initiation to be signed by County Administrator <br />Steve Mokrohisky and City Manager Jon Ruiz (see Attachment 1). <br /> <br />The scope of work will cover River Road and Santa Clara communities in their entirety. There <br />will be additional attention given to the River Road Key Transit Corridor between Hunsaker <br />Lane and the Northwest Expressway, as identified in the Envision Eugene community vision. <br />See Attachment 2. <br />
