MOTION <br /> <br />None; this is a discussion item only. <br /> <br />II. AGENDA ITEM SUMMARY <br /> <br />This is an introduction to the River Road-Santa Clara Neighborhood Plan project. The City of <br />Eugene, in close consultation with Lane County staff, is beginning an approximately two-year <br />planning process in River Road and Santa Clara neighborhoods to create a community-based <br />neighborhood plan. The neighborhood planning process will be a collaborative effort among <br />the River Road and Santa Clara community organizations, the City of Eugene, Lane County, <br />and a variety of other stakeholders throughout both communities. The plan will include <br />extensive public involvement throughout. The groundwork previously laid by members of the <br />River Road and Santa Clara Community Organizations (RRCO & SCCO) sets the stage for a <br />collaborative approach and opportunity to hit the ground running with this project. <br /> <br />III. BACKGROUND/IMPLICATIONS OF ACTION <br /> <br />A. Board Action and Other History <br /> <br />The Envision Eugene Recommendation (2012) includes a commitment to future neighborhood <br />planning under the Protect, Repair, and Enhance Neighborhood Livability pillar. The River <br />Road and Santa Clara communities were identified to begin neighborhood planning following <br />local adoption of the urban growth boundary (UGB). This project will fulfill that commitment. <br /> <br />For over 30 years, the land use and development actions within the River Road and Santa Clara <br />communities have been governed by the River Road‐Santa Clara Urban Facilities Plan <br />(https://www.eugene‐or.gov/3088/Refinement‐Plans).
