Attachment A.4 <br />Summary of Methodology Utilized to Determine Willamette River Greenway <br />Public Access Points and Taxlots Subject to Public Accessway Standards <br />Purpose <br />To identify and clarify in GIS (Geographic Information Systems) public access points and taxlots <br />within the adopted Willamette Greenway boundary Greenway that are farther than 500 ft <br />walking distance to a public access point. <br />Background <br />The proposed Willamette River Greenway Code Amendments include access requirements at <br />EC 9.8812(4) that apply to housing developments that proposes five or more dwelling units on <br />one development site. The standards require on-site pedestrian paths connecting main building <br />entrances to the property line nearest to the Willamette River Greenway, to promote access to <br />the river within the development site. In addition, when the development site is not within 500 <br />feet of a defined public access point, the requirements give the City the option to require the <br />dedication and improvement of a public accessway that is 10 feet wide and constructed in <br />accordance with public improvement standards. If enacted and consistency with constitutional <br />requirements can be demonstrated, the required connection must extend from the property <br />line through or along the development site to existing public ways that provide a connection to <br />or along the Willamette River. <br />The following methodology details the determination of public access points and the following <br />service area analysis which determines taxlots not within 500 feet of a defined public access <br />point. <br />Methodology <br />Access Points <br />Public access points are defined and shown as mapped points where public right-of-way and <br />multi-use paths intersect with existing multi-use path connections inside the Willamette <br />Greenway overlay that lead to the Willamette River. The following methodology builds off of <br />work done by Cameron McCarthy who developed the initial public access points layer. <br />1. 'Select by Location' to select park polygons that intersect Willamette Greenway polygon. <br />Export selection to new layer. <br />2. Use 'Intersect' tool to create points where the lines/roads from the <br />Eugene_Ped_Network (from Lane Council of Governments or LCOG) intersect parks <br />within the greenway. <br />3. Manual revisions made to explode multipart points and remove false access points (i.e. <br />where a path wiggled in and out of a park slightly, creating multiple intersection points) <br />February 9, 2023 Page 1 of 3 <br />Page 32 of 65 <br />
