9-011-th, I /A <br />• - Planning Commission C <br />NOTICE OF PUBLIC HEARING <br />Tuesday, January 10, 2023, 5:30 p.m. <br />Virtual Hearing (See attendance information on last page) <br />The Eugene Planning Commission will hold a second virtual public hearing to consider: <br />File Name Willamette River Greenway Code Amendments (CA 22-1) <br />Request: Planning Commission to conduct a second public hearing for-4 land use code <br />amendments adopting a set of clear and objective standards for housing within <br />the Willamette River Greenway. <br />WILLAMETTE RIVER GREENWAY CODE AMENDMENTS <br />Special Note: This is the second public hearing for the Willamette River Greenway Code Amendments, <br />with the first being held on March 8, 2022. Following the initial public hearing, City Staff received <br />feedback from the Planning Commission and the public that required changes to the existing proposal, <br />which warranted a second public hearing. Changes from the initial proposal include a required public <br />hearing (Type III application process) for all Willamette River Greenway Permit applications, the addition <br />of tree preservation requirements, and other revisions to the initially proposed standards. More <br />information on these proposed changes can be seen in the updated draft amendments, as well as in the <br />work sessions held on June 14, 2022 and August 2, 2022. These materials are also available on the <br />project website linked below. <br />Background: Intensification of uses, changes in use, or developments require special consideration <br />before being permitted within the boundaries of the Willamette River Greenway. Oregon Statewide <br />Planning Goal 15 requires that regulations governing lands within the Willamette River Greenway be <br />designed to protect, conserve, enhance, and maintain the natural, scenic, historical, agricultural, <br />economic, and recreational qualities of lands along the Willamette River. Development, including the <br />development of housing, is permitted within the Greenway but a Willamette Greenway Permit is <br />required prior to development. <br />The proposed Willamette River Greenway Code Amendments are intended to provide a clear and <br />objective set of approval criteria and standards for the review and approval of proposed housing <br />development within the Willamette River Greenway, consistent with the requirements of Oregon <br />Revised Statutes (ORS) 197.307 and Statewide Planning Goal 15. The proposed amendments include an <br />adopted map showing a setback from the Willamette River applicable to proposed housing uses, along <br />with several new approval criteria and related standards to address the requirements of Goal 15.
