width between 20 and 28 feet. Dublin Avenue was improved with half street improvements of <br />18-feet of paving width, curbs and gutters and sidewalks along the east side of the centerline <br />under City Contract 1998-0511. Dublin Avenue is currently lacking street trees and street lights. <br />As shown on the site plan, the applicant proposes to dedicate additional right-of-way. This <br />dedication will result is a right-of-way of 50 feet along the northern portion of the development <br />site and 45 feet along the southern portion of the development site. As depicted on the site <br />plan, the applicant proposes a half street improvement within Dublin Avenue, the improvement <br />will result in a pavement width varying between 28-feet and 21-feet. <br />In a point of testimony, Barbara Hurwich writes: "This dead end section of Dublin is a VERY narrow <br />street, with no room to park or turn around. Unless the street is widened considerably, and a <br />parking lane added, the additional traffic will create a hazardous condition to vehicles and people." <br />The applicant intends to dedicate additional area to Dublin Avenue and widen the existing variable <br />paving width. <br />The proposed street within the development (i.e., Buster Lane) will be under City jurisdiction. <br />Buster Lane will not be identified on the City's adopted street right-of-way map (Figure 60 of <br />the Eugene 2035 Transportation System Plan (TSP)) or the Street Right-of-Way Map (Figure 61 <br />of the Arterial Street Collector Plan (ASCP)). Buster Lane will function as an Access Lane. EC <br />Table 9.6870 requires access lanes to have between 21 and 28 feet of paving width with 40 to <br />55 feet of right-of-way. The applicant proposes to construct Buster Lane to City standards for a <br />21-foot-wide street and to dedicate 40 feet of right-of-way. <br />Based on the above findings, the applicant's proposal meets the street width and paving <br />requirements of EC 9.6870 Street Width. <br />EC 9.6873 Slope Easements: No slope easements are proposed or required. This standard is not <br />applicable. <br />EC 9.6875 Private Street Design Standards: No private streets are proposed or required. This <br />standard is not applicable. <br />Based on the available information, findings, and conditions above EC 9.8520(3)(b) is met. <br />(c) EC 9.6500 through EC 9.6505 Public Improvement Standards. <br />EC 9.6500 Easements: This section authorizes the City to require dedication of easements for public <br />utilities and access under certain circumstances. This section also notes prohibited obstructions <br />within public easements. <br />The applicant proposes to dedicate 7-foot PUEs adjacent to the existing and proposed public rights- <br />of-way. As discussed in EC9.6796, the applicant proposes to construct a stormwater pond within <br />Lot A. No public stormwater easement is proposed within Lot A.
