DRAFT WILLAMETTE RIVER GREENWAY DESIGN PLAN <br />To establish consistency between the Goal 15 WRG setback recommended in this Design Plan and the <br />established Goal 5 riparian corridor resources conservation setback, and to align protections between <br />those provided by Goal 15 and Goal 5 implementing regulations, this Design Plan recommends a <br />Willamette River Greenway setback of 100 feet as measured horizontally from the top of bank, with the <br />following exclusions: <br />• One of the purposes of the project is to remove barriers to the development of housing. To allow for <br />the future redevelopment of residentially zoned properties with housing, this Design Plan excludes <br />developed residentially zoned properties from the proposed WRG setback. <br />• The previously established Willamette Greenway setbacks in the Willakenzie Area Plan, EC 9.3147 <br />and EC 9.3715 can be used for compliance with development standards including, but not limited to, <br />Willamette Greenway permit approval. <br />The methodology for determining the TOB (top of bank) for the purposes of applying the WRG setback is <br />discussed in the Section 2.0 Top of Bank Determination.
