Greenway setback, as discussed below. All communities surveyed review floodplain development using <br />ministerial review procedures and decisions made at the staff level along with building permits, not as <br />land use decisions. <br />The Springfield Development Code (SDC) contains provisions for the establishment of a Greenway <br />setback line and the review of development within that setback using a Type II review procedures. The <br />SDC requires the establishment of a Greenway setback line as part of any request for development <br />approval with the Greenway Overlay District, which corresponds to the Metro Plan's Greenway <br />boundary. The location of the Greenway setback line is determined by an applicant using standards <br />derived from Section C.3 of the Willamette River Greenway Goal 15. Uses within the Greenway setback <br />are limited to only water-dependent or water-related uses and may be permitted using a Type II Site <br />Plan Review process. <br />The Salem Revised Code (SRC) contains two types of permits for development within the Willamette <br />Greenway, which is divided into two areas consisting of a Compatibility Review Boundary and the area <br />outside that boundary but within the Willamette Greenway Overlay Zone Boundary. The Compatibility <br />Review Boundary is defined as the area within 150 feet of the ordinary low water line of the Willamette <br />River. A Class 1 (Type II) permit is required for any development or change of outside the Compatibility <br />Review Boundary. A Class 2 (Type III) permit is required for any development or change of use within <br />the Compatibility Review Boundary. <br />Table 1.
