<br /> Page 4 of 9 <br />THE FAVREAU GROUP <br />CIVIL ENGINEERING <br />RESPONSE: The application is proposing needed housing, therefore this section does not apply. <br /> (f) In cases where a required street connection would result in the extension of an existing <br />street that is not improved to city standards and the street has an inadequate driving surface, the <br />developer shall construct a temporary barrier at the entrance to the unimproved street section with <br />provision for bicycle, pedestrian, and emergency vehicle access. The barrier shall be removed by <br />the city at the time the existing street is improved to city standards or to an acceptable standard <br />adopted by the public works director. In making a determination of an inadequate driving surface, <br />the public works director shall consider the street rating according to Eugene’s Paving Management <br />System and the anticipated traffic volume. <br />RESPONSE: All streets are proposed to be constructed to city standards. Therefore, this section does not apply. <br />(g) 2. The applicant demonstrates that a connection cannot be made because of the <br />existence of one or more of the following conditions: <br />a.Physical conditions preclude development of the connecting street. Such conditions may <br />include, but are not limited to, topography or likely impact to natural resource areas such as <br />wetlands, ponds, streams, channels, rivers, lakes or upland wildlife habitat area, or a resource <br />on the National Wetland Inventory or under protection by state or federal law. <br />b.Buildings or other existing development on adjacent lands, including previously subdivided but <br />vacant lots or parcels, physically preclude a connection now or in the future, considering the <br />potential for redevelopment. <br />RESPONSE: There are no streets that terminate at the site. Therefore, this criteria is satisfied. <br /> EC 9.6820 Cul-de-Sacs – There are no proposed cul-de-sacs. <br /> EC 9.6830 Intersections for Streets and Alleys <br />RESPONSE: (1) Angles – The proposed intersections are designed at 90 degrees to each other. <br />(2)Offsets - The intersection of Scenic Dr. and the proposed Buster Lane is located 161 <br />feet from the intersection of Scenic Dr. and Kidare St. The intersection of Scenic Dr. and <br />the proposed Buster Lane is located 200 feet from the intersection of Scenic Dr. and <br />Dublin Ave. <br />All surrounding street systems adjacent to and abutting the development property are <br />under Lane County jurisdiction. Scenic Dr. is classified as a neighborhood collector. <br />Kidare St. is classified as a local street by both Lane County and the City of Eugene. Since <br />the streets are in the urban growth boundary of Eugene, Lane Code 15.137 (6) (a) states <br />that "Within urban growth boundaries, block length and connectivity policies and standards <br />specified in city transportation system plans and city development codes shall apply." <br />Eugene Code 9.6830 (2) requires the minimum intersection offset shall be 100 feet on a <br />local streets and 200 feet on a collector street. The proposed offset of 161’ from Buster <br />Lane to Kidare St. does not meet the spacing requirements. An Adjustment Review will be <br />requested for the intersection spacing. <br /> EC 9.6835 Public Accessways – There are no existing or potential accessways on adjacent <br />properties that would dictate the dedication or construction of a public accessway onto the adjacent <br />properties. <br /> EC 9.6840 Reserve Strips– No reserve strips are required. <br /> EC 9.6855 Street Names – The proposed street Name of Buster Lane. will be submitted for <br />approval. <br /> EC 9.6870 Street Width – The proposed section of Buster Lane. has a proposed right-of-way width <br />of 40 feet with a paving width of 21 feet. An additional 10 feet of right-of-way dedication will occur <br />on Scenic Dr. Dublin St is classified as a local street and shall be tapered from the existing 28-foot <br />wide street section on the north to a 21-foot street section through the site.
