ARUN, <br />WHistoric Review Board <br />FINAL ORDER OF THE EUGENE HISTORIC REVIEW BOARD <br />CITY FILE: THE HARRY AND ETTA CHASE HOUSE (HDM 21-1/HA 21-3/ ARB 21-2) <br />1. BACKGROUND <br />The applicant has requested approval <br />to demolish three houses located in the Chase Gardens Residential <br />Grouping ensemble. The first house proposed for demolition is the Harry & Etta Chase House located at <br />158 South Garden way which is a National Register historic building, and a contributing structure to the <br />Chase Gardens Residential Grouping ensemble. The second house proposed for removal is the Harry and <br />Etta Chase Rental Unit which is located at 160 South Garden Way and is not a contributing element to <br />the ensemble. The third house proposed for removal is the Frances Chase Brenaman and Jessie <br />Brenaman House located at 132 South Garden Way which is also non-contributing with respect to the <br />Chase ensemble. <br />The applicant has requested to remove the homes to allow for the development of a four-story multi- <br />family building that will provide 123 units of low-income housing. The proposed housing will provide <br />affordable housing for approximately 379 residents and the population to be served would include <br />seniors, larger families with children, and survivors of domestic abuse. <br />The Eugene Historic Review Board held a public hearing <br />on this application on March 17, 2022. At the <br />hearing a request was made to hold the record open. The Board held the record open allowing the <br />following timelines for the submittal of additional materials: <br />First Open Record Deadline - 5pm March 24, 2022 <br />Anyone could submit new testimony ahead of this deadline. <br />Second Open Record Deadline - 5pm March 31, 2022 <br />Only testimony that responded to items in the record was allowed during this <br />timeframe. <br />Applicant's Deadline for Rebuttal - 5pm April 7, 2022 <br />This timeframe was reserved for the applicant's final written argument <br />responding to any testimony received during other record periods. <br />Following the close of the record on April 7, 2022 the Board deliberated on April 8, 2022 and April 14, <br />2022. <br />The Final Order of the Eugene Historic Review Board regarding this application is based on the testimony <br />and evidence placed before the board and compliance with the applicable approval criteria, in <br />Final Order: The Harry and Etta Chase House I HDM 21-1/ HA 21-3/ ARB 21-2
