EC 9.8865(3): The uses and density that will be allowed by the proposed zoning in the <br />location of the proposed change can be served through the orderly extension of key <br />urban facilities and services. <br />Key urban facilities and services are defined in the Metro Plan as: wastewater service, <br />stormwater service, transportation, water service, fire and emergency medical services, police <br />protection, City-wide parks and recreation programs, electric service, land use controls, <br />communication facilities, and public schools on a district-wide basis (see Metro Plan page V-3). <br />An analysis of the availability of key urban facilities and services can be found in the Public <br />Works referral and under the findings associated with the annexation of property beginning <br />on Page 3 of Exhibit C of City Resolution 5332 (Attachment C), herein incorporated by <br />reference, which confirm the availability of key urban facilities for the site. <br />Based on these findings, this criterion is met. <br />EC 9.8865(4): The proposed zone change is consistent with the applicable siting <br />requirements set out for the specific zone in: <br />(h) EC 9.3105 S-CN Chase Node Special Area Zone Siting Requirements. <br />The siting requirements at EC 9.3105 state that a property depicted on Map 9.3105 of the <br />Eugene Code (Attachment D) shall be zoned in accordance to the applicable subarea on the <br />map. As seen in the annotated map in Attachment D, the subject properties are designated as <br />S-CN with the /HDR and /MU subareas, which is consistent with the applicant's requested <br />zoning. Based on these findings, the for the Chase Node Special Area Zone Siting Requirements <br />have been met. <br />(u) EC 9.4915 /WR Water Resources Conservation Overlay Zone Siting <br />Requirements (only for the purposes of adding the overlay zone. See EC <br />9.4960.). <br />On page 11 of the applicant's narrative, they anticipate and acknowledge that the /WR overlay <br />zone will be applied to the property based on the siting requirements. siting requirements at <br />EC 9.4915 state: <br />The /WR overlay zone shall be applied to property that: <br />(1) Is not already designated for protection or restoration by the West Eugene <br />Wetlands Plan; <br />(2) Meets the other approval criteria of EC 9.8865; and <br />(3) Includes a Goal 5 Water Resource Site identified for conservation in the <br />Goal 5 Water Resources Conservation Plan or includes land within the /WR <br />Water Resources Conservation Area as described in EC 9.4920. <br />Regarding (1) above, the subject properties is not designated for protection. <br />Staff Report <br />Cornerstone Community Housing I Z 22-1 <br />Page 25 of 41 <br />
