Additionally, this is not an <br />option that the site developer has chosen and is therefore immaterial to the application at <br />hand. <br /> <br />Nevertheless, it is helpful to note that, as a major arterial West 7 th Avenue is designed to <br />facilitate the additional traffic loads that intense vehicular uses like this site will generate, <br />while the design of a major collector, like Polk Street is comparatively less so. Thus, the <br />appellants’ notion of sending all these new trips onto Polk would be even more problematic <br />by increasing the opportunities for cross conflicts. West 7th Avenue is four lanes of traffic all <br />heading in the same direction. This one-way traffic design more smoothly facilitates the <br />ingress and egress of the abutting properties, as compared to the single two-directional <br />lanes on Polk Street. In fact, the specialized arterial design better facilitates the flow of <br />vehicles into and out of it then do two-way designs – Like Franklin Boulevard. The Access <br />Connection Location standards in EC 7.420 were not developed to account for cases in <br />which a one-way flow design is less likely to need the same distances that the two-way <br />design does. These factors are part of the consideration behind why the proposed location <br />of the access connection on to West 7th Avenue is found to be a good balance of the <br />competing needs. <br /> <br />In response to the Appeal Statement regarding the adjusted 50-foot internal vehicle stacking area <br />at the West 7th Avenue driveway. <br /> <br />The appellants misunderstood the proposed wayfinding associated with the condition of <br />approval. It was in the hopes of alleviating this possible confusion that the diagram was <br />provided. In a desire to provide greater clarify please refer to the added emphasis to the <br />PD’s findings. <br /> <br />“The applicant will be required to place an additional through arrow near the coffee <br />drive-through exit intersection to direct ingress traffic to continue in a southerly <br />direction. The applicant will also be required to add a right-turn arrow and “ONLY” <br />at the proposed eastern stop bar to prevent this internal driveway from creating a <br />left-turn conflict with the West 7th Avenue ingress (southbound) lane.” <br /> <br />Furthermore, the criterion does not expect that a shorter stacking area will provide stacking <br />equal to the 50-foot lane, but that the 15-foot reduction will not negatively impact the use <br />of the right-of-way. <br /> <br />EC 9.8030(27) Driveways and Internal Circulation <br />The driveway requirement of EC 9.6703(3)(a) may be adjusted if the site developer <br />demonstrates with an Alternative Traffic Safety Study that a shorter driveway stacking <br />area will provide safe ingress and egress to the development site, will not negatively
