of approval criteria available for proposed housing within the Willamette Greenway. The proposed <br />amendments also include an adopted map showing a setback from the Willamette River applicable to <br />proposed housing uses. Finally, the proposed amendments are supported by a Design Plan, as required <br />by Goal 15. If the proposed amendments are adopted, an applicant proposing to develop housing <br />within the Greenway will be able to choose to proceed under a set of new clear and objective standards <br />and a Type II application process or choose to proceed using a Type III application process, which <br />includes a public hearing, and the City's existing Willamette Greenway standards, located in sections <br />9.8800-9.8825 of the Eugene Code. The proposed code amendments will not change the adopted <br />Willamette Greenway boundary, <br />The Willamette River Greenway Code amendments support the Middle Housing Code Amendments (CA <br />21-1 / MA 21-1) by providing a clear and object process for the development of all housing, including <br />middle housing, within the boundaries of the Willamette River Greenway. <br />More information regarding the Willamette River Greenway Code Amendment project can be found <br />here: https://www.eugene-or.Rov/764/Land-Use-Code-Amendments <br />Procedures & Approval Criteria <br />Following this initial public hearing, the Planning Commission will deliberate and make a recommendation <br />to the City Council. The City Council will hold a second public hearing, then deliberate and make the final <br />decision on the proposed land use code amendments. These land use code amendments will be <br />processed using the Type V land use application procedures in EC 9.7500-9.7560. The City Council will be <br />the final local decision-maker on the application. Separate notice of the City Council public hearing will be <br />provided. In making a recommendation on these proposed code amendments to the City Council, the <br />Planning Commission will address the relevant approval criteria from the Eugene Code (EC) at 9.8065. <br />Testimony and evidence submitted should be directed toward the applicable approval criteria from the <br />Eugene Code noted above, or other criteria in the City's adopted plans or land use regulations or <br />applicable state law that the person testifying believes to apply to the decision. <br />How to Submit Testimony to the Planning Commission <br />➢ Send a written statement to the Planning Commission, c/o Jeff Gepper, Planning Division, 99 W. <br />101h Avenue, Eugene, Oregon 97401 or by e-mail JGepper@eugene-or.gov. To be included in the <br />Planning Commission's packet for the March 8th public hearing, your statement must be received by <br />staff no later than 5pm on February 25th, 2022. <br />➢ Submit a written statement to the address or email above after February 25th, 2022, but before the <br />Planning Commission closes the public hearing. The Planning Commission will have less time to read <br />written material submitted after February 25th prior to taking action on the request and forwarding <br />their recommendation to the City Council. <br />➢ Attend the public hearing on March 8th, 2022 and provide spoken testimony. Your spoken <br />testimony will be recorded. Instructions for providing testimony during the virtual public hearing <br />will be provided during the hearing.
