Response: The street will not be extended in the future. A temporary easement with an emergency <br />vehicle turnaround is not required. <br />(3) There shall be no cul-de-sacs more than 400 feet long from the centerline of <br />the intersecting street to the radius point of the cul-de-sac bulb. <br />_(4) Public accessways to provide safe circulation for pedestrians, bicyclists and <br />emergency vehicles shall be required from a cul-de-sac or emergency vehicle <br />turnaround longer than 150' in length when measured from the centerline of <br />the intersecting street to the radius point of the cul-de-sac or to the center <br />point of the emergency vehicle turnaround. <br />Response: Cul-de-sacs are not planned for this application. These standards do not apply. <br />9.6830 Intersections of Streets and Alleys. <br />(1) Angles. <br />(a) Streets and alleys shall intersect one another at an angle as near to a <br />right angle as is practicable considering topography of the area and <br />previous adjacent layout. <br />(b) If an intersection must occur at an angle of less than 90 degrees, it <br />shall comply with the standards in the American Association of State <br />Highway and Transportation Officials (AASHTO) publication <br />entitled "A Policy on Geometric design of Highways and Streets," <br />then in effect, or its replacement publication. <br />Response: As shown on the Preliminary Plans in Exhibit A the new street will intersect Deerfern Road <br />at a right angle. These standards have been met. <br />(2) Offsets. The minimum intersection offset shall be 100 feet on a local street, <br />200 feet on a collector street, and 400 feet on an arterial street unless adjusted <br />through the process for adjustments to standards of EC 9.8030(12). Offsets <br />shall be measured from the center lines of the two intersecting streets. <br />Response: The project is not proposing an intersection between two public roads. The new private <br />street will take access from Deerfern Road, which will be a local street. The spacing of the <br />intersection exceeds 100 feet from Brackenfern Road (a collector). Further, the location <br />of the intersection is substantially similar to the location approved in PDF 02-2. The <br />modification of the PUD will increase the previously approved spacing. This standard is <br />met. <br />9.6835 Public Accessways. <br />(1) The city shall require within the development site the dedication to the public <br />and improvement of accessways for pedestrian and bicyclist use to connect <br />the development site to adjacent cul-de-sacs or to an adjacent site that is <br />undeveloped, publicly owned, or developed with an accessway that connects <br />to the subject site, provided the city makes findings to demonstrate <br />consistency with constitutional requirements.
