9.6780 Vision Clearance Area. Development sites shall have triangular vision clearance areas <br />on all street corners to provide for unobstructed vision consistent with American <br />Association of State Highway and Transportation Officials (AASHTO) standards. (See <br />Figure 9.0500 Vision Clearance Area). Vision clearance areas shall be kept free of all <br />visual obstructions from 2'/z feet to 9 feet above the curb line. Where curbs are absent, <br />the crown of adjacent streets shall be used as the reference point. These vision <br />clearance requirements may be adjusted if consistent with the criteria of EC 9.8030(11) <br />of this land use code. <br />Response: Vision clearance areas are planned, as shown on Preliminary Dimensioned Subdivision <br />Plans (Sheet P11) in Exhibit A. These vision clearance areas are intended to be kept free <br />of visual obstructions from 2.5 to 9 feet above the curb line in accordance with this <br />standard. This standard is met. <br />9.6791 Stormwater Flood Control. <br />(1) Purpose. The purpose of EC 9.6791 is to protect life and property from flood <br />and drainage hazards by maintaining the capacity of the city's stormwater <br />conveyance system through the establishment of flood control regulations for <br />stormwater runoff. These standards are also intended to ensure that urban <br />stormwater discharged into junction City Water Control District's flood <br />control system meets the assigned downstream capacity of the District's <br />system. <br />(2) Applicability and Exemptions. <br />(a) Except as provided in EC 9.6791(2)(b), flood control standards apply <br />to all development permit applications and land use applications. <br />(b) The standards in EC 9.6791(3) do not apply to development permit <br />applications where the proposed development will be served by a <br />flood control facility that is a manmade drainage system designed to <br />accommodate stormwater run-off generated by the stormwater basin <br />area. <br />Response: This tentative subdivision application is a land use application. This section applies. <br />(3) Standards. <br />(a) Stormwater flood control facilities shall be designed and constructed <br />according to adopted plans and policies, and in accordance with <br />standards in EC Chapters 6 and 7, and the stormwater flood control <br />provisions and the facility design requirements set forth in the <br />Stormwater Management Manual. <br />Response: The planned stormwater management facilities are shown on the Preliminary Composite <br />Utility Plan in Exhibit A in accordance with the findings and recommendations in the <br />Preliminary Stormwater Report in Exhibit F. The private road will drain to Deerfern Road <br />which is being reviewed and constructed as part of the East Highlands Subdivision. The <br />homes are proposed to be piped to existing infrastructure in Brackenfern Road. The <br />facilities shown are planned to comply with the applicable standards in the Stormwater <br />Management Manual.
