University of Oregon <br />Indoor Football Practice Facility <br />Willamette Greenway Permit Application <br />2.0 DESCRIPTION OF PROPOSAL <br />2.1 Overview <br />September 23, 2021 <br />The University of Oregon, acting through the University of Oregon Foundation and <br />PHIT TOO, LLC ("the Applicant"), requests Willamette Greenway (WG) permit approval to <br />construct a new Indoor Football Practice Facility within the Autzen Stadium Complex <br />site located at 2727 Leo Harris Parkway. The subject site is comprised of one parcel <br />identified on Assessor's Map 17-03-29-40 as Tax Lot 00301. The University of Oregon <br />owns this parcel. The Autzen Stadium Complex is an 81.5-acre site bounded by Martin <br />Luther King Jr. Boulevard to the north and east and Leo Harris Parkway to the south <br />and west. The development site is located approximately 2,200 feet from the <br />Willamette River. <br />As illustrated in the attached plans, the applicant requests approval to construct a new <br />Indoor Football Practice Facility. The practice facility is envisioned as a 130,000 SF <br />practice field that replaces an existing facility which is undersized. The new facility will <br />allow the team to stay on schedule while ensuring a healthy environment for athletes, <br />coaches, and staff. <br />The new proposed practice facility is longer and wider than the previous building, <br />and extended field boundaries allow the team to set up for multiple types of drills <br />concurrently, maximizing the efficiency of allotted practice time. The longer field <br />also allows for a broader diversity of plays during practice, better preparing the <br />athletes for competition. A 40,000 SF connector building bridges the practice field <br />and the existing football operations building (the Hatfield-Dowlin Complex). This <br />includes an expanded lower-level weight room and upper-level players' lounge to <br />provide dedicated spaces for student athletes to prepare for games. Operable <br />kinetic windows open the players' lounge to the practice field. Additional operable <br />kinetic doors open the lounge to an exterior terrace with views of the Moshofsky <br />Center, creating a flexible multipurpose space where the team can study and gather <br />between practices, or host special events. <br />The applicant previously conducted the required Pre-application Conference (PC 21-76; <br />August 12, 2021), per EC 9.7005, with City Staff. The proposal complies with all <br />applicable Eugene Code criteria listed in EC 9.8815, consistent with Statewide Planning <br />Goal 15, and the submittal requirements listed on the Type III Willamette Greenway <br />permit application form. The attached materials and enclosed findings demonstrate <br />that the proposal is also consistent with applicable policies contained in the Eugene- <br />Springfield Metro Plan (Metro Plan) and other relevant refinement plans. <br />CAMERON MCCARTHY 4 <br />
