<br />Second Open Record Period Extension <br />Based off the testimony and commissioners’ public hearingcomments, staff identified an error <br />contained within the applicant’s TPR analysis assumptions. In order to allow the applicant an <br />opportunity to revise their assumptions and to provide ample opportunity for interested parties <br />to review the applicant’s revised TPR analysis, staff recommended the Planning Commission <br />reopen the public record. <br />On February 22, 2021, Planning Commission reopened the public record. All parties agreed to a <br />fourteen-day period to allow new written testimony and evidence followed by a seven-day <br />period for written testimony in response to arguments and evidence already in the record, <br />followed by a final seven-day period for the applicant to provide final written rebuttal. Based on the applicant’s revised <br />reasonable worst-case scenario, staff recommends Planning Commission revise the proposed <br />trip cap condition of approval from 453 PM peak hour tripsto 328 PM peak hour trips. Findings <br />supporting staff’s recommendation are included in the revised preliminary findings (see <br />Attachment C). <br /> <br />STAFF RECOMMENDATION <br />The Planning Commission must address the relevant approval criteria from EC 9.7735, 9.8424, <br />and EC 9.8865 in making a recommendation to the City Council on the request.
