APINN.,Works <br />Engineering <br />Memorandum <br />Date: December 31, 2020 <br />To: Victoria Doyle, Public Works Engineering <br />From: Jonathan Patrick, RWP, Public Works Engineering <br />Subject: Slocum-Songbird Assessment of Special Benefit <br />Subject Property: The subject of the vacation includes unimproved right of way being approximately <br />16,438 square feet of Slocum Drive and 8,850 square feet of Songbird Loop. <br />The vacation area is Slocum Drive and is of variable width, having a width on the western lineal 179.84 <br />feet of 49 feet and a width on the remaining lineal 222.36 feet of 34 feet for a total of approximately <br />16,438 square feet per the legal description and Songbird Loop which has a width of 27.50 feet for a total <br />of 8,850 square feet per the legal description. The application indicated the adjacent and benefiting <br />parcels (Map 18-04-04-12 Lot 00200), (Map 17-04-33-40 Lot 00603), is owned by Crown Pointe Village <br />of Eugene, LLC and the adjacent parcel 18-04-04-12 Lot 00100 is owned by Asgar R. Sadri L.T. <br />Crown Pointe Village of Eugene, LLC is also the petitioner. Lane County records confirm Crown <br />Pointe Village of Eugene, LLC as the parcel owner. <br />Reservations: The applicant has not proposed any reservations. <br />Dedications: The applicant has not proposed any dedications. <br />Assessment: The property is currently zoned R-4 and undeveloped. Eugene Code 9.8710(5)(a) states <br />the benefiting/adjacent property shall be required to pay an assessment of special benefit for the market <br />value of said area being vacated. The Lane County Assessor's Office shows the most recent (2020) Real <br />Market Value of the surrounding parcels as averaging approximately $1.41 per square foot. The City will <br />make no reservations. Thus the special assessment for the easement area will be as follows: <br />(16,438 SF x $1.41) + (8,850 SF x $1.41) _ $35,656.08 <br />The total net assessment is estimated to be $35,656.08 rounded to $35,660.00. <br />City of Eugene • 99 E.
