<br /> EXISTING TRANSPORTATION SYSTEM <br />2.1 STREET NETWORK <br />Streets included within the study are Railroad Boulevard, Cross Street, Polk Street, River Road, and <br />Van Buren Street. The project site is on the north side of Railroad Boulevard between Polk Street <br />and Cross Street. The following describes each <br />study area intersection existing conditions. Figure 3 illustrates the study area intersection locations, <br />intersection geometry, and access control. <br />River Road at Railroad Boulevard: This is a signalized intersection and is the largest intersection <br />within the study area serving approximately 3,300 vehicles during the peak hour and 33,000 <br />vehicles daily. There are separate left-turn pockets on all approaches, and separate right turn <br />pockets for the eastbound and westbound traffic. The traffic signal operates with protected <br />phasing for all left turns with the exception of the northbound left turn, which operates as a <br />protective permissive phasing with a flashing left-turn arrow. There are pedestrian crossings across <br />the north and west approaches of the intersection only. During the pm peak hour, the northbound <br />left-turn queue frequently extends to the end of the turn pocket.
