EC 9.6791 Stormwater Flood Control and EC 9.6792 and Stormwater Quality: The site is located <br />within Stormwater Basin WCMN-010. Capacity deficiencies in the downstream system are <br />identified in the City's Basin Master Plan (Willow Creek Volume VII of VII). Infiltration limiting <br />factors on-site include poorly draining soils, depth to groundwater, and depth to bedrock. <br />The stormwater management plan prepared by Multi/Tech Engineering Services, Inc., signed <br />and stamped by Matthew W. Hendrick P.E., includes an extended wet pond designed to meet <br />Flood Control and Stormwater Quality standards. <br />Staff concurs that the proposed design is appropriate on a conceptual level, with design details <br />to be further evaluated through the building permit process. <br />EC 9.6793 Stormwater Flow Control (Headwaters): This standard does not apply because the <br />proposed development is at an elevation lower than 500 feet and will not drain to a headwater <br />stream. <br />EC 9.6794 Stormwater Oil Control: This standard is triggered by the number of proposed <br />parking spaces. The incorporation of lynch-type catch basins and the spill control manhole will <br />meet oil control standards. Based on this, the standard is met. <br />EC 9.6795 Stormwater Source Controls: Solid Waste storage facilities including dumpsters, <br />garbage cans, and recycling areas, are subject to source control standards per EC 9.6795(2)(c). <br />To meet these standards, solid waste storage areas are required to be covered, on a paved <br />surface, hydraulically isolated, and connected to the private wastewater system on the site. <br />Solid waste areas are shown on paved surfaces, and the applicant's written statement <br />addressing EC 9.5500(14) states these areas will be covered. <br />To ensure Stormwater Source Control standards are met, Public Works staff recommend the <br />following condition of approval: <br />14) Prior to building permit issuance, the applicant shall provide evidence <br />demonstrating compliance with EC 9.6795, more specifically, showing how solid <br />waste areas will connect to the wastewater system and will be hydraulically <br />isolated in accordance with applicable standards. <br />EC 9.6796 Dedication of Stormwater Easements: No public stormwater facilities are proposed <br />because no public stormwater facilities are proposed. <br />EC 9.6797 Stormwater Operations and Maintenance: Compliance with these standards will be <br />evaluated during the building permit process. <br />With the findings, condition, and future permit requirements, staff finds that the stormwater <br />criterion will be met. <br />September 2020 Findings & Decision of the Planning Director Page 27 of 31 <br />Southwest Eugene Apartments (SR 20-3 & ARB 20-2) <br />
