requirement of at least 150 feet away from the intersection, and is aligned with Willow Creek <br />Road to the south. Based on these findings, the development meets the standard for access to <br />an arterial street. <br />(3) Access Connections to Local and Neighborhood Collector Streets. In addition to the <br />location standards set forth in EC 7.420(1), access connections to local and <br />neighborhood collector streets shall be located in accordance with the following <br />standards: (a) Lots and parcels at intersections shall have the access connection begin <br />no less than 20 feet from the end of the radius of the curb, or 20 feet from the <br />property corner if there is no curb. (b) A safety island of not less than 22 feet of full <br />height curb shall in all cases be provided between access connections under one <br />ownership. <br />The proposed access to Slocum Drive will be consistent with these standards based on the <br />findings and conditions at EC 9.6505, incorporated herein by reference. <br />(g) EC 9.6750 Special Setback Standards. <br />Per the findings at EC 9.6505, incorporated herein by reference, there is no need for a special <br />setback. <br />(h) EC 9.6775 Underground Utilities. <br />The applicant has included a note to the site plan stating that the proposed development will <br />comply with this standard. Based on this finding, this standard has been met. <br />(i) EC 9.6780 Vision Clearance Area. <br />Vision Clearance Areas apply at the intersections of Willow Creek Road and West 18th Avenue, <br />and at the intersection of Willow Creek Road and Slocum Drive. <br />The Vision Clearance Area delineated on the Site Plan Sheet SDR3 at Willow Creek Road and <br />Slocum Drive appears to be measured along the property line rather than the curb line as <br />referenced in EC Figure 9.0500, encompassing an area larger than required. Based on these <br />findings, the following condition is warranted: <br />13) Prior to final site plan approval, the applicant shall revise the vision clearance <br />areas on the site plan to comply with EC 9.6870. <br />Potential obstructions within Vision Clearance Areas will be further evaluated during the <br />building permit process.
