Based on these findings, the development meets the standard for access to
an arterial street.
(3) Access Connections to Local and Neighborhood Collector Streets. In addition to the
location standards set forth in EC 7.420(1), access connections to local and
neighborhood collector streets shall be located in accordance with the following
standards: (a) Lots and parcels at intersections shall have the access connection begin
no less than 20 feet from the end of the radius of the curb, or 20 feet from the
property corner if there is no curb. (b) A safety island of not less than 22 feet of full
height curb shall in all cases be provided between access connections under one
ownership.
The proposed access to Slocum Drive will be consistent with these standards based on the
findings and conditions at EC 9.6505, incorporated herein by reference.
(g) EC 9.6750 Special Setback Standards.
Per the findings at EC 9.6505, incorporated herein by reference, there is no need for a special
setback.
(h) EC 9.6775 Underground Utilities.
The applicant has included a note to the site plan stating that the proposed development will
comply with this standard. Based on this finding, this standard has been met.
(i) EC 9.6780 Vision Clearance Area.
Vision Clearance Areas apply at the intersections of Willow Creek Road and West 18th Avenue,
and at the intersection of Willow Creek Road and Slocum Drive.
The Vision Clearance Area delineated on the Site Plan Sheet SDR3 at Willow Creek Road and
Slocum Drive appears to be measured along the property line rather than the curb line as
referenced in EC Figure 9.0500, encompassing an area larger than required. Based on these
findings, the following condition is warranted:
13) Prior to final site plan approval, the applicant shall revise the vision clearance
areas on the site plan to comply with EC 9.6870.
Potential obstructions within Vision Clearance Areas will be further evaluated during the
building permit process. Based on these findings and condition, this standard has been met.
(j) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control
for headwaters area, oil control, source control, easements, and operation and
maintenance.
September 2020 Findings & Decision of the Planning Director Page 26 of 31
Southwest Eugene Apartments (SR 20-3 & ARB 20-2)
