on the subject property. Based on these findings, the development complies with these <br />standards. <br />EC 9.6505 Improvement - Specifications <br />This section requires that all public improvements be designed and constructed in accordance <br />with adopted plans, policies, procedures and standards specified in EC Chapter 7. All <br />developments are required to make and be served by the infrastructure improvements <br />described below. <br />1 Water: Referral comments from the Eugene Water and Electric Board (EWEB), which are <br />attached to this decision as Attachment D, confirm that water service is available to the subject <br />site. <br />2 Sewer: The applicant proposes to connect to the existing 30" diameter public wastewater <br />line which runs through the site within a Public Utility Easement. Details of the private system <br />will be evaluated for compliance with applicable codes during the building permit process. <br />(3) Streets and Alleys / (4) Sidewalks: These standards require all streets in and adjacent to the <br />development site be paved to the width specified in EC 9.6870, and improved according to <br />adopted standards and specifications pursuant to EC Chapter 7. The improvements are to <br />include drainage of all such streets and alleys, as well as curbs and gutters, sidewalks, street <br />trees and street lights designed in accordance with the Design Standards and Guidelines for <br />Eugene Streets, Sidewalks, Bikeways and Accessways and standards and specifications adopted <br />pursuant to EC Chapter 7 and other adopted plans and policies. <br />The development site is adjacent to West 18th Avenue to the south, Willow Creek Road to the <br />west, and Slocum Drive to the north. <br />West 18th Avenue and Willow Creek Road are classified as minor arterial streets, and both have <br />a right-of-way width that meets or exceeds the required 80-foot width identified on Figure 61 <br />of the Arterial & Collector Street Plan. Willow Creek Road is improved curb and gutter, <br />sidewalk, streetlights, and street trees. West 18th Avenue is improved with curb and gutter, <br />sidewalk, and streetlights, but lacks street trees. To ensure compliance with the improvement <br />standards, the following condition is warranted: <br />11) The applicant shall submit an Irrevocable Petition for public improvements in <br />West 18th Avenue to include street trees. <br />Slocum Drive is an undeveloped, platted right-of-way classified as a local street.
