Application Details <br />The applicant has requested approval of a Needed Housing Site Review and Major Adjustment <br />Review application to develop 216 apartments and associated uses, including private drives, <br />parking, and recreational amenities for the residents. A Site Review application is required <br />when developing a vacant site that is zoned with an /SR Site Review Overlay, in accordance with <br />Eugene Code (EC) 9.8430(1)(a). The six adjustments included in the Major Adjustment Review <br />application are being sought by the applicant in order to comply with the City's land use code. <br />The request includes adjustments to the following Multi-Family Standards: <br />1. EC 9.5500(5) Building Orientation and Entrances <br />2. EC 9.5500(6) Building Mass and Fa4ade <br />3. EC 9.5500(11)(b)(2) Parking Drives <br />4. EC 9.5500(12)(b) Parking Courts <br />5. EC 9.5500(12)(c) Limitation on Parking Frontage <br />6. EC 9.5500(13) On-Site Pedestrian Circulation. <br />The proposed multi-family development consists of 216 units distributed throughout 19 <br />residential buildings that range in the number of units and style. There are two (2) bike parking <br />buildings and a recreation clubhouse as well. Amenities include outdoor open space, lawns, <br />recreation area, and a walking path near the wetlands and stormwater detention facilities. <br />The proposal is located on a 12-acre tax lot (18-04-04-12 / 00100) that is split zoned between R- <br />4 High Density Residential (7.7 acres) and R-2 Medium Density Residential (4.3 acres). The <br />property is bounded to the south and west by West 18th Avenue and Willow Creek Road. To the <br />east and north of the R-2 portion of the property is land zoned NR Natural Resource due to the <br />presence of protected wetlands on the adjacent site. To the north of the R-4 portion is an <br />undeveloped parcel also zoned R-4, which is separated from the subject property by an <br />undeveloped, platted right-of-way named Slocum Drive. For reference, see a map of the subject <br />property in Attachment A and the zoning in Attachment B. <br />The property includes wetlands inventoried in the West Eugene Wetland Plan (WEWP) which <br />are therefore also included within the City's adopted Goal 5 inventory in accordance with <br />Ordinance 20351, Section E. Due to the low ecological quality of these wetlands, they have <br />been designated as developable and are not subject to local protection. This includes any <br />wetlands north of the property. Only the wetlands to the east of the property have been slated <br />for protection through the WEWP. A map of the WEWP boundaries for this area can be seen in <br />Attachment C. The applicant also submitted a wetland delineation report included in the <br />application file for reference.
