The response fails to provide any findings supporting consistency with the Whiteaker Plan. <br />Please revise accordingly. <br />4. The response at EC 9.8865(4) is inadequate. Staff cannot draw positive findings from the conclusory statement. <br />The applicant appears to rely on contiguity. However, the siting requirements do not include contiguity. Further, <br />based on contiguity, R-1 would appear to be more appropriate based on the ratio of abutting zoning. <br />The Whiteaker Plan's implementation amended the Metro Plan. In this case, the application proposes to amend <br />the Whitaker Plan based on an amendment to the Metro Plan. Out of abundance of caution, staff recommend <br />submitting a Refinement Plan Amendment (RA) to support the conclusions throughout the Zone Change and <br />Metro Plan application package. At a minimum, specific, positive findings should be provided to support the <br />conclusions regarding refinement plan conformance. <br />15. Please provide a response to the following comments regarding the TPR analysis: <br />a) Please provide a basis for percentage of building area. Building area would seem to be a <br />function of proposed use/required parking/development standards. <br />b) Please explain the rational to arrive at the use split and proposed uses included in the worst- <br />case scenario. More evidence is needed to ensure the provided exercise provides an actual <br />worst-case. The S-W zone provides wide flexibility including hospitals, housing, schools, and <br />restaurants. Staff could envision a small shopping and restaurant development with housing <br />and offices while the example evaluated contemplates primarily office use. <br />c) The trip distribution does not evaluate the intersections of Grand Street and Railroad Blvd/1' <br />Ave nor Cross PI and Cross Street.
