The proposed Metro Plan amendment does not amend <br />the citizen involvement program. The process for reviewing these proposed amendments complies with <br />cknowledged Citizen Involvement <br />program. The proposed citizen-initiated amendment to the adopted Metro Plan diagram is subject to the <br />. The process includes public notice, public hearings at the <br />level of the planning commission and city council, notification of decision and notification of the right to <br />appeal and provides citizens the opportunity to review and make recommendations in written and oral <br />testimony on the proposed amendments. In addition, the applicant holds a neighborhood meeting seeking <br />input from the Whiteaker Community Council within a 500-foot radius of the boundaries of the project site. <br />The process for adopting these amendments is therefore in accordance with Statewide Planning Goal 1 <br /> <br /> <br />Goal 2 Land Use Planning: To establish a land use process and policy framework as a basis for all <br />decisions and actions related to use of land and assure an adequate factual base for such decisions and <br />actions. <br /> <br />The Eugene-Springfield Metropolitan Area <br />General Plan (Metro Plan) is the <br />acknowledged comprehensive plan for guiding <br />land use planning in Eugene. The City has <br />adopted refinement plans that provide more <br />detailed direction for land use planning under <br />the umbrella of the Metro Plan. The subject <br />property is within the adopted Whiteaker <br />Refinement Plan area and the proposed <br />amendment to the Metro Plan Diagram would <br />concurrently amend the adopted Refinement <br />Plan diagram.
