AMIN., EXHIBITA <br />WPlanning Commission <br />NOTICE OF PUBLIC HEARING <br />Tuesday, March 3, 2020, 5:30 p.m. <br />Harris Hall, Lane County Public Service Building <br />125 East 8th Avenue <br />Eugene, OR 97401 <br />The Eugene Planning Commission will hold a public hearing at the above noted time and place to <br />consider the following: <br />File Name Downtown Riverfront Park Clarification (CA 20-1) <br />Request: Approval of a City-initiated code amendment to allow the installation of an art <br />pavilion within a view corridor in the Downtown Riverfront Park. The art pavilion's <br />location was approved by the City Council through a Standards Review as part of <br />the Downtown Riverfront Special Area Zone (S-DR) adoption package. The <br />amendment to the S-DR Zone will allow development within a view corridor if the <br />development is approved through a Standards Review. <br />Location: South bank of the Willamette River, including land on both sides of the Ferry <br />Street Viaduct, and north of the Southern Pacific Railroad tracks (see attached <br />map of subject property). <br />Applicable Procedures & Approval Criteria <br />These related land use applications will be reviewed concurrently, according to a consolidated process <br />that gives interested parties the opportunity to provide testimony related to any part of the requested <br />actions, before both the Planning Commission and City Council, before a final decision is made. <br />Following this initial public hearing, the Planning Commission will deliberate and make a recommendation <br />to the City Council. The City Council will hold a second public hearing, then deliberate and make the final <br />decision on the requested actions. Separate notice of the City Council public hearing will be provided. <br />In making a recommendation on the request to City Council, the Planning Commission will address the <br />relevant approval criteria and related standards from the Eugene Code (EC) at EC 9.8065 and 9.8865. <br />Testimony and evidence submitted should be directed toward the applicable approval criteria from the <br />Eugene Code as listed here, or other criteria in the City's adopted plans or land use regulations that the <br />person testifying believes to apply to the decision. <br />
