ESTABLISH MINIMUM LOT SIZES; TO PROVIDE FOR <br />AUTOMOBILE PARKING FACILITIES; TO PROVIDE FOR THE ENFORCEMENT, ADJUST- <br />MENT AND AMENDTIENT THEREOF; AND TO PRESCRIBE PENALTIES FOR ITS VIOLA- <br />TION IN THE CITY OF EUGENE, OREGON; AND TO REPEAL ORDINANCE No. 841 <br />AND ALL AMENDMENTS THERETO, AND ORDINANCES 6992, 8693, 8700. <br />" <br />THE COMr.ION COUNCIL OF THE.CITY OF EUGENE DOES ORDAIN AS FOLLOWS : <br />SECTION I. TITLE <br />I <br />A. This Ordinance shall be known as the "Comprehensive Zoning <br />Plan of the City-of Eugen0'. <br /> <br />B. This Ordinance shall consist of the text hereof and the map <br />entitled "Eugene, Oregon, Zoning Map, Part of the Comprehensive Zoning <br />Plan", and identified by the approving signatures of the Mayor, the <br />President of the Planning Commission, and the City Recorder of this <br />_ <br />City. If any conflict between said map and this Ordinance should <br />arise, the text of this Ordinamce will prevail. <br />SECTION II. PURPOSE <br />A. `The purpose of this Ordinance is to establish for the City <br />of Eugene, a comprehensive zoning plan designed to regulate and <br />restrict the location and use of buildings, structures, and land <br />for residence, commerce, industry, and other purposes; to regulate <br />and limit the height, number of stories, and percent of lot coverage <br />of buildings and other structures hereafter erected or altered; to <br />establish minimum widths and areas for the subdivision or resubdi- <br /> <br />vision of lots; and to regulate and establish minimum requirements <br />for private garages or off-street parking facilities according to <br />zones or districts and type of building or structure. <br />B. The controls as set forth in this Ordinance are deemed <br />necessary in order to encourage the most appropriate use of land; to <br />conserve and stabilize the value of property; to aid in the rendering <br /> <br />of fire and police protection; to provide adequate open spaces for <br />light and air; to lessen the congestion of automotive traffic and <br />parking on streets; to give an orderly. growth to the City, preventing <br />undue concentrations of population, and thereby aiding in the planning <br />of community utilities and facilities such as water, sewerage, electric <br />_ <br />cal distribution systems., transportation, schools,.parks, and other <br />
