4 <br />1 G. Summary of Facts <br />z The subject property is an approximately 3.59-acre, undeveloped site in an <br />3 area of residential uses located between River Road and the Willamette River. ER- <br />4 27 (Rec-18); ER-32 (Rec-220) (vicinity map); ER-33 (Rec-221) (site plan). The <br />5 site is located at the northern terminus of Lombard Lane, "a short dead-end street <br />6 that currently terminates at the southern boundary of the property and provides <br />7 access to a residential area immediately south of the subject property via River <br />s Road to Fir Lane." LUBA Rec-9. The site has frontage along River Road to the <br />9 west. ER-27 (Rec-18). The entire site is zoned R-2 Medium-Density Residential <br />Zo with /ND Nodal Development overlay. The southern portion of the site has a /SR <br />11 Site Review overlay. Id. The entire property is within the bounds of the <br />12 Willamette Greenway. Id. The applicant seeks to construct 94 apartments in four <br />13 buildings, as well as a leasing office, maintenance building, and associated site <br />14 improvements. Id. The main entrance would be from River Road. At the main <br />15 entrance and fronting River Road, the development contains a leasing office and a <br />16 maintenance shed. See ER-33 (Rec-221) (architectural site plan with leasing office <br />17 and maintenance shed located to the west, fronting River Road). The proposal <br />18 would also extend Lombard Street to the northern boundary of the subject <br />19 property. <br />
