Individual drawings are stamped and signed by the particular design team member <br />responsible for that drawing. <br />Subsection (3): Phasing: Does not apply as the project will be built in a single phase. <br />Subsection (4): Density: Does not apply as the project is not located in a residential zone covered by <br />Table 9.2750. <br />Subsection (5): Needed Housing: While the project is considered 'Needed Housing,' the project will elect <br />to meet the general approval criteria of EC 9.8320. <br />EC 9.8320 Tentative Planned Unit Development Approval Criteria- General <br />Subsection (1): The PUD is consistent with applicable adopted policies of the Metro Plan, which serves <br />as the primary growth management plan for the Greater Eugene Metropolitan Area. It's stated goals are <br />to utilize lands more efficiently and to protect rural lands from urban encroachment. Since the proposed <br />development is centrally located, well within the Urban Growth Boundary, it demonstrates efficient use <br />of urban land consistent with the Metro Plan policies. <br />Subsection (2): Refinement Plan: Does not apply as the project is not located within any adopted <br />refinement plan areas. <br />Subsection (3): Adequate Screening: The development is surrounded on the east, south, and west sides <br />by public parkland. The property immediately to the north is a commercial zone, developed as a hotel. <br />No specific setbacks or screening are required by the Eugene Code except for trash areas, which are <br />located entirely within the building. <br />Subsection (4): Protection of Natural Environment: <br />Paragraph (a): Protection of Natural Features: A portion of the site is located in the City's Goal 5 <br />Inventory. This portion is mostly located in the 70-foot wide public easement along the <br />southeastern property line. There will be no development activities in the Goal 5 portion of the <br />site and it will be protected and preserved in its existing condition during and after construction. <br />The areas of the site outside the Goal 5 portion are currently mostly developed with an existing <br />building and parking lot to be demolished for the new development. Very little vegetation <br />currently exists outside the Goal 5 portion and none of that area is believed to have rare plants, <br />rare animal habitats, prominent topographical features, or natural resources areas. <br />Paragraph (b): Tree Preservation: <br />
