DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br />CA 19-1, RA 19-1, Z 19-5, WG 19-3, ST 19-3, and SDR 19-2 <br />19,2019 <br />On January 31, 2018, the Agency received a presentation from WDA on the Downtown Riverfront <br />Concept Plan, (Figure 2-2) which includes a 125-room hotel, approximately 285 units of market rate <br />housing (owner-occupied townhomes and apartments), an affordable housing project for low-income <br />persons (75-100 units), over 14,000 square feet of commercial (including at least one restaurant), <br />open space, and a public plaza. The one-acre public plaza is proposed as a seamless extension of the <br />three-acre Downtown Riverfront Park, and the park and plaza will be managed as part of the City's <br />park system. Additional open space under the Coburg Road viaduct is proposed to remain in private <br />ownership and developed as a publicly accessible recreation area. <br />On May 29, 2018, the Agency Board received an initial presentation on the proposed terms of an <br />agreement with WDA that would set the stage for the future redevelopment of the site. On June 25, <br />2018, the Agency held a public hearing on the proposed project and 16 people provided testimony. <br />In partnership with WDA, the City hosted several events and attended multiple speaking engagements <br />to inform community members on the current proposal for redevelopment, including: <br />• Approximately 100 contacts at June First Friday Art Walk booth <br />• Two River Guides meetings <br />• Sustainability Commission Riverfront Committee meeting on April 10 <br />• Presentation to members of the Downtown Neighborhood Association steering committee <br />• Presentation at Young Professionals Summit attended by over 500 people <br />• Presentation to Chamber of Commerce stakeholders <br />• Open House attended by over 200 people on June 20 <br />• Public hearing on June 25 <br />• Information via displays in the Atrium Building, Library and online at www.eugene- <br />or.gov/Riverfront <br />The Downtown Riverfront Park design process is currently underway and includes the Public Plaza for <br />a total of a 4.1-acres of park space. Park planners heard from over 1,800 people in the kickoff meeting <br />and associated survey. Additional public meetings were held on July 19, 2018 and September 27, <br />2018. During the course of the public engagement process for the Riverfront Park, the Parks and Open <br />Space Division received more than 3,500 responses from the community about how they envision the <br />Downtown Riverfront Park. <br />Community Development Staff prepared a cost-benefit analysis to show the impacts of the public <br />investments in the Downtown Riverfront site (Attachment R). The cost-benefit analysis calculates the <br />fiscal impacts to the City and the Riverfront Urban Renewal District. It also uses the Triple Bottom <br />Line framework to help City Council/Urban Renewal Agency consider market and non-market impacts <br />associated with investment decisions. <br />The City/Agency share of the costs associated with the overall site redevelopment is estimated at <br />$12.2 million. The private investment will, in turn, generate new, taxable value. Over 30 years, the <br />new development will generate about $42 million in property taxes to the Riverfront Urban Renewal <br />District, the City, Lane County, School District 4J, LCC, and Lane ESD combined.
